Combating Fiscal Fraud and Empowering Regulators analyzes the impact of new international tax regulations on the scope and scale of tax evasion, tax avoidance, and money laundering. These are analyzed through an ecosystem framework in which, similar to a natural ecosystem, new tax regulations appear as heavy shocks to the tax ecosystem, to which the 'species' such as countries, corporations, and tax experts will react by looking for new loopholes and niches of survival. By analyzing the impact of tax reforms from different perspectives—a legal, political science, accounting, and economic one—one may derive an assessment of the reforms and policy recommendations for an improved international tax system. The ultimate goal is to combat fiscal fraud and empower regulators, in that line, this volume is intended for a broad audience that seeks to know more about the latest state of the art in the realm of taxation from a multidisciplinary perspective. The money involved amounts to billions in unpaid taxes that could be better used for stopping hunger, guaranteeing education, and safeguarding biodiversity, hence making this world a better one. Jeffreys-Jones chronicles the extraordinary expansion of American secret intelligence from the 1790s, when George Washington set aside a discretionary fund for covert operations, to the beginning of the twenty-first century, when United States intelligence expenditure exceeds Russia's total defense budget. How did the American intelligence system evolve into such an enormous and costly bureaucracy? Jeffreys-Jones argues that hyperbolic claims and the impulse toward self-promotion have beset American intelligence organizations almost from the outset. Allan Pinkerton, whose nineteenth-century detective agency was the forerunner of modern intelligence bureaus, invented assassination plots and fomented anti-radical fears in order to demonstrate his own usefulness. A growing concern among those interested in economic development is the realization that hundreds of billions of dollars are illicitly flowing out of developing countries to tax havens and other financial centers in the developed world. This volume assesses the dynamics of these flows, much of which is from corruption and tax evasion. What causes them, what are their consequences and how might they be controlled? The chapters by authors from a variety of backgrounds, including criminologists and practicing lawyers as well as economists, examine many dimensions of the phenomenon. For example, one chapter examines the political economy of the issue; to what extent is this the consequence of a more general failure of governance, so that it is more a manifestation of government weakness or can it be identified with a few specific features? Two other chapters examine major illegal markets (drug trafficking and human smuggling) to assess how they contribute to these flows.
