A practical guide to concepts, methods, and instruments for conducting an evaluation of environmental health services. Noting that managers frequently overlook the importance of evaluation, the book also performs a persuasive function, serving to illustrate the advantages of evaluation for purposes ranging from the justification of continuing expenditure to assurance that public health is being adequately protected from hazards in food, air or water. Throughout the book, examples of evaluations conducted in European countries are used to show how different approaches work to resolve specific practical problems. The book has six chapters. The first provides a general introduction to the purpose, principles and components of evaluation, as well as procedures that are frequently used. Chapter two applies these general principles to the specific setting of environmental health services, where process, impact, relevance, and adequacy of services may need to be assessed. Public health officials have the traditional responsibilities of protecting the food supply, safeguarding against communicable disease, and ensuring safe and healthful conditions for the population. Hurricane Katrina reemphasized to the public and to policy makers the importance of addressing long-term needs after a disaster. On October 20, 2005, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop which convened members of the scientific community to highlight the status of the recovery effort, consider the ongoing challenges in the midst of a disaster, and facilitate scientific dialogue about the impacts of Hurricane Katrina on people's health. Environmental Public Health Impacts of Disasters: Hurricane Katrina is the summary of this workshop. This report will inform the public health, first responder, and scientific communities on how the affected community can be helped in both the midterm and the near future. The purpose of this regional workshop in the Southeast was to broaden the environmental health perspective from its typical focus on environmental toxicology to a view that included the impact of the natural, built, and social environments on human health. Early in the planning, Roundtable members realized that the process of engaging speakers and developing an agenda for the workshop would be nearly as instructive as the workshop itself. In their efforts to encourage a wide scope of participation, Roundtable members sought input from individuals from a broad range of diverse fields-urban planners, transportation engineers, landscape architects, developers, clergy, local elected officials, heads of industry, and others. This workshop summary captures the discussions that occurred during the two-day meeting. During this workshop, four main themes were explored: (1) environmental and individual health are intrinsically intertwined; (2) traditional methods of ensuring environmental health protection, such as regulations, should be balanced by more cooperative approaches to problem solving; (3) environmental health efforts should be holistic and interdisciplinary; and (4) technological advances, along with coordinated action across educational, business, social, and political spheres, offer great hope for protecting environmental health. The issues surrounding water services are some of the most critical challenges facing not only the United States, but also the global community today.
