Between Prohibition and Legalization by Ed Leuw,Ineke Haen Marshall Pdf

In a period of two decades Dutch drug policy has evolved in partial opposition to the internationally dominant ideology of prohibitionism. The "normalizing" home policy, together with the compliance to law enforcement in the international arena, make up a rather complicated and ambivalent Dutch position in drug policy. The Dutch drug policy is fully in line with the international control practices against wholesale drug trafficking. In regards to its social drug policy, however, it has become a rare dissenter within an increasingly unifying and compelling international drug policy context. This book gives an account of the national Dutch drug control strategy.

An Analysis of Marijuana Policy by National Research Council (U.S.). Committee on Substance Abuse and Habitual Behavior Pdf

Defenders of marijuana use may seize on the ambiguity or absence of evidence for such damage and ignore any other effects on education or safety; those opposed to marijuana use may emphasize the possibility of chronic disease that is suggested by some laboratory findings and ignore the social, political, and economic costs of fighting a well-established custom. The Committee wishes to make clear what it regards as the limits of this report for the selection of policy alteratives. Scientific judgment can estimate the prevalence of different kinds of use, risks to health, economic costs, and the like under current policies and can try to project such estimates for new policies. It can come to some conclusions based on those estimates. But selection of an alternative is always a value-governed choice, which can ultimately be made only by the political process.

The Legalization of Drugs by Doug Husak,Peter de Marneffe Pdf

In the United States today, the use or possession of many drugs is a criminal offense. Can these criminal laws be justified? What are the best reasons to punish or not to punish drug users? These are the fundamental issues debated in this book by two prominent philosophers of law. Douglas Husak argues in favor of drug decriminalization, by clarifying the meaning of crucial terms, such as legalize, decriminalize, and drugs; and by identifying the standards by which alternative drug policies should be assessed. He critically examines the reasons typically offered in favor of our current approach and explains why decriminalization is preferable. Peter de Marneffe argues against drug legalization, demonstrating why drug prohibition, especially the prohibition of heroin, is necessary to protect young people from self-destructive drug use. If the empirical assumptions of this argument are sound, he reasons, drug prohibition is perfectly compatible with our rights to liberty.

Drug Legalization by Rod L. Evans,Irwin M. Berent Pdf

Should drugs be legalized? A few years ago this question was not taken seriously by mainstream opinion, but more recently an increasing number of leading figures have spoken out for legalization, and polls show that a growing percentage of the public favors legalization. This book gives a fair and balanced presentation of both sides in the debate over drug legalization, as well as some of the intermediate positions. It contains the most important articles to have appeared from the beginning of the legalization controversy and clearly sets out all the key arguments on both sides. - Back cover.

More Harm Than Good by Susan C. Boyd,Connie I. Carter,Donald MacPherson Pdf

In More Harm Than Good, Carter, Boyd and MacPherson take a critical look at the current state of Canadian drug policy and raise key questions about the effects of Canada’s increasing involvement in and commitment to the “war on drugs.” A primer on Canadian drug policy, the analysis in More Harm Than Good is shaped by critical sociology and feminist perspectives on drugs and incorporates insights not only from individuals who are on the front lines of drug policy in Canada — treatment and service workers — but also from those who live with the consequences of that policy on a daily basis — people who use criminalized drugs. Finally, the authors propose realistic alternatives to today’s failed policy approach. “Your book really expanded thinking and understanding and had a big influence on students critical and reflective thought. Readings sparked rich conversations about their own hopes and wishes for the field, broader social and political responses and the impact on youth and families affected by substances.” - Stephanie McCune, University of Victoria Please note: an error occurred with the printing of this book, and one of the sidebars was not printed. The Routledge Handbook of Post-Prohibition Cannabis Research by Dominic Corva,Joshua S. Meisel Pdf

The place of cannabis in global drug prohibition is in crisis, opening up new directions for socially engaged cannabis research. The Routledge Handbook of Post-Prohibition Cannabis Research invites readers to explore new landscapes of cannabis research under conditions of legalization with, not after, prohibition: "post-prohibition." The chapters are organized into five multidisciplinary sections: Governance, Public Health, Markets and Society, Ecology and the Environment, and Culture and Social Change. Case studies from the United States, Uruguay, Morocco, and the United Kingdom show readers alternative ways of thinking about human–cannabis relationships that move beyond questions of legality and illegality. Representing a cross-section of cannabis scholarship, the contributors provide readers with critical perspectives on legalization that are not based upon orthodoxies of prohibition. While legalization signals a global shift in the legitimacy of cannabis research, this collection identifies openings for academics, policy makers, and the public interested in ending the drug war, as well as a way to address broader social problems evident in the age of neoliberal governance within which prohibition has been entangled.

Pot Politics by Mitch Earleywine Pdf

Marijuana use continues to attract interest and fuel controversy. Big, green pot leaves have adorned the covers of Time, National Review, and Forbes. Almost 100 million Americans have tried marijuana at least once. Groups such as The National Organization for the Reform of Marijuana (NORML) and The Marijuana Policy Project (MPP) have tens of thousands of members. Polls suggest that 70-80% of Americans support medicinal marijuana. At least 11 U.S. states have experimented with decriminalization and medical marijuana laws, with new initiatives appearing each year. Meanwhile, other groups such as Partnership for a Drug Free America and Mothers Against Drugs protest legalization. Clearly, debate about marijuana policy shows no sign of abating. In his earlier book, Understanding Marijuana, Mitch Earleywine forced researchers, policy makers, and citizens to avoid oversimplification, separate empirical findings from their interpretations, and understand that some things may be neither good nor evil. Pot Politics continues with these same themes, showing multiple perspectives from a variety of experts on an important problem with vast implications. The volume presents ethical, religious, economic, psychological, and political arguments for cannabis policies that range from prohibition to unrestricted legalization. By presenting a unique perspective on overlapping issues, each chapter demonstrates how even recognized experts draw markedly different conclusions from the same data. Some contributors evaluate policy by weighing the costs and benefits of control while others eschew policy by presenting moral arguments against our attempts at control. Pot Politics should be read by everyone interested in the politics of both marijuana use and governmental regulation of our actions.

Marijuana Legalization by Jonathan P. Caulkins,Angela Hawken,Beau Kilmer,Mark Kleiman Pdf

Should marijuana be legalized? The latest Gallup poll reports that exactly half of Americans say "yes"; opinion couldn't be more evenly divided. Marijuana is forbidden by international treaties and by national and local laws across the globe. But those laws are under challenge in several countries. In the U.S., there is no short-term prospect for changes in federal law, but sixteen states allow medical use and recent initiatives to legalize production and non-medical use garnered more than 40% support in four states. California's Proposition 19 nearly passed in 2010, and multiple states are expected to consider similar measures in the years to come. The debate and media coverage surrounding Proposition 19 reflected profound confusion, both about the current state of the world and about the likely effects of changes in the law. In addition, not all supporters of "legalization" agree on what it is they want to legalize: Just using marijuana? Growing it? Selling it? Advertising it? If sales are to be legal, what regulations and taxes should apply? Different forms of legalization might have very different results. Marijuana Legalization: What Everyone Needs to Know® will provide readers with a non-partisan primer about the topic, covering everything from the risks and benefits of using marijuana, to describing the current laws around the drug in the U.S. and abroad. The authors discuss the likely costs and benefits of legalization at the state and national levels and walk readers through the "middle ground" of policy options between prohibition and commercialized production. The authors also consider how marijuana legalization could personally impact parents, heavy users, medical users, drug traffickers, and employers. A New Leaf by Alyson Martin,Nushin Rashidian Pdf

Two award-winning journalists offer a “cogent, well-sourced and ambitious analysis of the slow decline of cannabis prohibition in the United States” (Kirkus Reviews). In November 2012, voters in Colorado and Washington passed landmark measures to legalize the production and sale of cannabis for social use—a first in the United States and the world. Once vilified as a “gateway drug,” cannabis is now legal for medical use in eighteen states and Washington, DC. Yet the federal government refuses to acknowledge these broader societal shifts. 49.5 percent of all drug-related arrests involve the sale, manufacture, or possession of cannabis. In the first book to explore the new landscape of cannabis in the United States, investigative journalists Alyson Martin and Nushin Rashidian demonstrate how recent cultural and legal developments tie into cannabis’s complex history and thorny politics. Reporting from nearly every state with a medical cannabis law, Martin and Rashidian interview patients, growers, doctors, entrepreneurs, politicians, activists, and regulators. A New Leaf moves from the federal cannabis farm at the University of Mississippi to the headquarters of the ACLU to Oregon’s World Famous Cannabis Café. The result is a lucid account of how cannabis legalization is changing the lives of millions of Americans and easing the burden of the “war on drugs” both domestically and internationally.
