As a policy field largely characterised by handbooks and manuals, gender and Security Sector Reform (SSR) has been insufficiently studied and analysed. This policy dialogue unpacks aspects of the discourses and practices regarding gender and SSR. It highlights limitations and problems both in the conceptualisation of gender and its incorporation into practical SSR work. The publication also demonstrates how researchers and policymakers often have divergent views of what gendering SSR means. Finally, it calls for closer and more constructive dialogue between researchers and practitioners, a dialogue which acknowledges the conditions and constraints in these two spheres of work.

Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

This book investigates how drone warfare is deeply gendered and how this can be explored through the methodological framework of ‘Haunting’. Utilising original interview data from British Reaper drone crews, the book analyses the way killing by drones complicates traditional understandings of masculinity and femininity in warfare. As their role does not include physical risk, drone crews have been critiqued for failing to meet the masculine requirements necessary to be considered ‘warriors’ and have been derided for feminising war. However, this book argues that drone warfare, and the experiences of the crews, exceeds the traditional masculine/feminine binary and suggests a new approach to explore this issue. The framework of Haunting presented here draws on the insights of Jacques Derrida, Avery Gordon, and others to highlight four key themes – complex personhood, in/(hyper)visibility, disturbed temporality and power – as frames through which the intersection of gender and drone warfare can be examined. This book argues that Haunting provides a framework for both revealing and destabilising gendered binaries of use for feminist security studies and International Relations scholars, as well as shedding light on British drone warfare. Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.
