Enhancing Agricultural Productivity and Farmer Incomes in Bihar by Bhaumik, Sankar Kumar Pdf
Enhancing Agricultural Productivity and Farmer Incomes in Bihar discusses the performance of Bihar's agriculture sector in recent times and the multifarious challenges it is facing. The book explores future possibilities from the perspectives of raising agricultural productivity and farmer incomes and attaining inclusive growth. Given that doubling farmers' incomes in India is the declared agenda of the central and state governments, the insights to be gained from this book would be invaluable for researchers and policymakers. With more than 90 per cent of the operational holdings in Bihar falling under the 'marginal' category and the average size of a holding being a meagre 0.39 hectares, the viability of the small-farming regime in the state is a serious issue. This book will help readers to understand the developmental challenges not only in Bihar but also in other agriculturally backward regions that are largely dominated by small farmers. It will also help researchers to locate areas in which more research needs to be undertaken if accelerated growth of the agriculture sector and sustainable improvement of farmers' incomes are to be ensured.

Regressing forward: Agriculture mechanization subsidy modalities in Bihar and Odisha by Saini, Smriti,Kishore, Avinash,Alvi, Muzna Pdf
Farm mechanization is indispensable for enhancing agricultural productivity across the country. Over the years, the Indian government has instituted several schemes and programs to promote agricultural mechanization in the country. Until recently, state and central government schemes took the form of price subsidies, especially targeting critical farm equipment. More recently, the government has shifted to direct benefit transfers (DBT) for all agricultural inputs, including farm implements. While the central government instituted the broader schemes and programs, the specifics concerning subsidy disbursement have been left to state governments, with flexibility on which implements to promote and how much and when to disburse subsidy payments. These broad guidelines have been enshrined in several programs, chief among which is the National Mission on Agriculture Extension and Technology (NMAET).

Climate Smart Agriculture in South Asia by Barun Deb Pal,Avinash Kishore,Pramod Kumar Joshi,Narendra Kumar Tyagi Pdf
This book discusses various climate smart agro-technologies, their technical and economic feasibility across heterogeneous agro-climatic conditions, assessing farmers’ willingness to adopt those technologies, impact of climate smart technology in agricultural production and possible policy and investment opportunities to upscale it. Containing eight chapters, the book starts with a discussion about the methodological aspects of priority setting of the farm technologies across various regions of South Asia including Eastern Indo-Gangetic plain, Western Indo-Gangetic Plain and arid regions. Using data from field based trials and expert solicitations, the book next deliberates on a list of feasible technologies, assessed by constructing climate smart Feasibility Index. Further on, there is an analysis, using stated preference method, of the behaviour of farmers in adopting climate smart technologies. Preference of women farmers has been given a special focus in this book. After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.

Putting agriculture on the takeoff trajectory by Kishore, Avinash,Sharma, Bharat,Joshi, Pramod Kumar Pdf
The Green Revolution bypassed the state in its first wave in the 1960s and 1970s. Subsequently, during a short interval in the late 1980s and early 1990s, the agricultural growth rate reached almost 3 percent per year, one of the highest in the country, though over a smaller base. Even this modest growth was short-lived, and stagnation has set in again. This report explores why. Although the overall agricultural scenario of Bihar reflects slow growth and even stagnation, some regions in the state (like the Sone command area in south Bihar) and some crops (like maize) and allied activities (like the dairy and the livestock sector) show reasonable growth and dynamism. This report also explores such nascent sources of growth and discusses policies and investments that will put agriculture in Bihar on the takeoff trajectory.
