Boko Haram: Emerging Threat to the U. S. Homeland by Committee on Homeland Security, House of Representatives, Subcommittee on Counterterrorism and Intel,House of Committee on Homeland Security Pdf

On August 26, 2011, a suicide bomber drove a vehicle-borne improvised explosive device (VBIED) into the United Nations (U.N.) headquarters in Abuja, Nigeria, killing 23 people and injuring more than 80 others.1 Responsibility for the bombing, one of the deadliest in the United Nations' history, was claimed by Boko Haram, an Islamist religious sect turned insurgent group based in the predominantly Muslim northern Nigeria. While this attack occurred inside Nigerian borders, it was the first time Boko Haram had targeted an international, non-Nigerian entity.

Boko Haram by U S House of Representatives Committee Pdf

Two years on from the bloody and destructive suicide attack on a United Nations (U.N.) facility in Abuja, Nigeria, the Nigerian terrorist organization Boko Haram continues to pose a threat to both the United States and our allies. Since that attack, Boko Haram has received increased international attention, has carried out near-daily attacks throughout much of Nigeria, and has taken part in operations in other parts of West Africa. They remain a lethal and growing threat to the people of Nigeria, the international community, Americans in the region, and potentially the United States Homeland. As on August 26, 2011, there is much we still do not know about Boko Haram or their splinter group Ansaru, which emerged in 2012. The exact details of their operations, size, and structure remain a mystery, and a solution to the defeating them remains elusive. Yet, despite these persistent gaps, this Committee has come to learn a great deal about Boko Haram, their goals, resources, and allies, and has identified steps the United States can take to address this threat. On November 30, 2011, the Committee on Homeland Security Subcommittee on Counterterrorism and Intelligence released a report entitled, "Boko Haram - Emerging Threat to the U.S. Homeland," which detailed the history of, and danger posed by, Boko Haram. On the same day, the Subcommittee also held a hearing to examine the threat of Boko Haram and of terrorists across the Sahel region of West Africa. Members of this Committee, including then-Subcommittee Chairman Patrick Meehan and Full Committee Chairman Peter King, have written several times to the Department of State urging the Secretary to designate Boko Haram a Foreign Terrorist Organization (FTO). On May 17, 2012, Congressman Meehan also introduced the "Boko Haram Terrorist Designation Act of 2012," a version of which became law as an amendment to the National Defense Authorization Act for Fiscal Year 2013. Each of these efforts has been designed to raise awareness of the threat Boko Haram poses to the United States, and provide solutions to the increasingly grave challenges we face in Nigeria and throughout western Africa. This report - a follow up to "Boko Haram - Emerging Threat to the U.S. Homeland," - provides even greater detail on the evolution of Boko Haram into an increasingly sophisticated ally of al Qaeda; elaborates courses of action open to the United States and our partners; and makes the case for Boko Haram to be listed as an FTO. In a diversified threat environment where multiple al Qaeda affiliates and allies (as well as other terror networks) are taking advantage of security deficiencies throughout the Middle East and Africa, it is vital that we anticipate and address all emerging terror threats, before they reach the United States. This includes lethal networks that fall outside of our historical notion of al Qaeda affiliates.

While this attack occurred inside Nigerian borders, it was the first time Boko Haram had targeted an international, non-Nigerian entity. The attack marked a significant shift in the targeting and goals of the group, largely unknown to the U.S. Intelligence Community, and capped off an evolution in the capabilities of Boko Haram, beginning in the mid-2000s, from attacks with poisoned arrows and machetes to sophisticated car bombings. In a video that surfaced in Nigeria in the weeks following the U.N. bombing, the perpetrator of the attack described the U.N. as a forum for "all global evil" and stated the attacks were designed to "send a message to the U.S. President and 'other infidels.'" According to Ambassador Anthony Holmes, Deputy to the Commander for Civil- Military Activities (DCMA) of United States Africa Command (AFRICOM), members of Boko Haram are being trained by Al Qaeda in the Lands of the Islamic Maghreb (AQIM). They are also believed to have ties to the Somalian militant group al Shabaab. This cooperation, combined with the increased sophistication of attacks executed by Boko Haram, have led to concerns from the U.S. Intelligence Community over the sect's intent and capability to strike Western targets in Nigeria, throughout Africa, and most importantly, the U.S. Homeland. Historically, Boko Haram has been focused on Nigerian government targets. Until recently, Western intelligence services did not widely view Boko Haram as a potential threat. Even after the U.N. attack, Nigerian experts remain skeptical about Boko Haram's intent and capability to strike U.S. interests and the homeland.

Terrorism in Africa by Subcommittee on Counterterrorism and Int Pdf

The Islamist terror ideology is spreading on the African continent. While this has been happening over the last decade, the United States doesn't have an appropriate counterterrorism strategy to address the threat, which leaves the homeland and U.S. interests vulnerable. There is no doubt that the U.S. is behind the curve in taking threats from terror groups in Africa seriously. We have seen on too many occasions that al-Qaeda-affiliated groups in Africa will attack American and Western interests when they see an opening. This was true in Libya, Algeria, Nigeria, and Kenya. Documents received from bin Laden's Abbottabad compound show how the dead terror leader was looking for operatives in Africa to carry out Western attacks. We saw this materialize on December 25, 2009, when a Nigerian national, Abdulmutallab, was directed by al-Qaeda in the Arabian Peninsula to carry out an attack on a U.S.-bound plane. Now we are seeing clear evidence of the Islamic State of Iraq and Syria, ISIS, seeking to expand partnerships with Islamist terror groups in Africa. Boko Haram in Nigeria, terror groups in Egypt and Libya, and certain factions within al-Qaeda in the Islamic Maghreb have pledged allegiance to ISIS leadership.

Boko Haram by Virginia Comolli Pdf

Northern and central Nigeria are engulfed in a violent insurgency campaign waged by Jama'atu Ahlis Sunnah Lidda'awati w'al Jihad, a.k.a. 'Boko Haram', and more recently, its splinter group 'Ansaru'. From its inception an inward-looking, almost parochial, movement, Boko Haram, and even more so Ansaru, have now showed clear signs of regionalization, expanding their operations across West Africa and forging links with al-Qaeda affiliated groups. Boko Haram's stated aim is to Islamize Africa's most populous country but, like earlier Nigerian Islamist groups, of which there is a long tradition in the Sahel, the discontent prompting young Nigerians and other young West African Muslims to join the insurgency is rooted in more than just religious orthodoxy and cannot be disentangled from their economic, social and political marginalization. In spite of talks about dialogue and amnesty for those prepared to renounce violence, the Federal Government's response has been a militarized one, resulting in the largest deployment of the Nigerian armed forces since the end of the Civil War. But what is the real magnitude of the threat? What can foreign partners do to support Abuja? How effective is the current government's strategy in tackling the insurgency? And, more importantly, are the root causes of the insurgency being addressed and the foundations for a durable peace being established?

Understanding Boko Haram by James J. Hentz,Hussein Solomon Pdf

The primary objective of this book is to understand the nature of the Boko Haram insurgency in northeast Nigeria. Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

The Financial War on Terrorism by Nicholas Ryder Pdf

On September 11, 2001, 19 terrorists committed the largest and deadliest terrorist attack in the United States of America. The response from the inter-national community, and in particular the US, was swift. President George Bush declared what has commonly been referred to as either the ‘War on Terror’ or the ‘Global War on Terror’ on September 20, 2001. Four days later, he instigated the ‘Financial War on Terrorism’. This book defines and identifies the so-called ‘Financial War on Terrorism’. It provides a critical review of the impact of counter-terrorist financing strategies enacted by both individual jurisdictions and international organisations. Taking a comparative approach, the book highlights the levels of compliance in each selected jurisdiction and organisation with the requirements of the ‘Financial War on Terrorism’. The book analyses measures introduced by the United Nations, including the UN sanctions against terrorists and the operation of its anti-terrorist sanctions committees, and the Recommendations of the Financial Action Task Force. It also reviews the counter-terrorist financing measures of the European Union and the Council of Europe, paying particular attention to the Framework Decisions on Combating Terrorism, the Council Common Positions on Combating Terrorism and the EU Anti-Terrorism Sanctions Regime. The book goes on to review the measures put in place in the US following September 11, 2001. Offering a much-needed legal analysis of the measures enacted under the ‘Financial War on Terrorism’, this book is a valuable resource for those researching in law, terrorism studies, criminal justice, and finance.

Taylor examine the issues from a historical perspective and in the context of the current state of affairs, and analyze options for future action. Throughout the text, they emphasize the interplay of foreign and domestic issues in the United States and overseas, and show how that interplay shapes American policy towards the region.

African Frontiers by John Idriss Lahai,Tanya Lyons Pdf

Through a multidisciplinary approach, African Frontiers counters the superficial, Eurocentric and gender insensitive dominant discursive representation of Africa within the discourse of war and conflict management, and security and peace/nation-building. The chapters historicize and theorize the realities in postcolonial African states, and the ramifications on the continents future. Situating the study within the context of the prevailing cultural and geo-political realities in the postcolonial African states, the chapters illustrate the complex ways in which events and processes are experienced at the local level, and how these local realities in turn impact and shape the patterns of political and military engagement in Africa and beyond. Organized along three major themes: Insurgency, governance and peacebuilding, expert researchers from around the world contribute chapters on: Rebel and insurgent formations such as the RUF, the LRA, and Boko Haram; state governance and corruption; terrorism and counter terrorism; security and peacebuilding; focussing on the tensions and challenges facing post-conflict societies such as Sierra Leone, Rwanda, and the newest nation-state on the continent, South Sudan. This highly significant and topical study problematizes the impact of wars on African nations, as well as the epistemological framing of the local realities and fallouts of armed conflict on post-colonial states.

Boko Haram and International Law by John-Mark Iyi,Hennie Strydom Pdf

This book focuses on Boko Haram and terrorism in Nigeria, framing the conflict in an international law context. It analyses the nature of political violence and the dominant roles of a violent nation-state (in both colonial and post-colonial experiences) and the rise of terrorism in Nigeria. The book unearths embedded evidence of religious nepotism on the part of state officials using such state institutions as Islamic Preaching Boards to promote one Islamic sect over another in mainly Muslim Northern Nigeria. The book offers insights into this subtle sectarian divide and how this and other ‘subterranean’ elements have contributed to the rise of Boko Haram in Northern Nigeria beyond the dominant poverty-terrorism nexus narrative. Furthermore, the book analyses the various components of Boko Haram’s radical ideology, situates them in Islamic Jurisprudence, and examines the philosophy of the group (both in doctrine and practice) – their interpretation of the Koran and the waging of Jihad, and the extent to which they conform to the Islamic Sect Boko Haram claims to follow. The book then examines the basic doctrinal features and characteristics of Boko Haram – waging Jihad, prohibiting revealing dresses for women and mixing of genders, rejecting western values and institutions, denouncing scientific inquiry and democracy, hostage taking, sexual exploitation of captives and other aspects of jus ad bellum and jus in bello in Islamic jurisprudence and international law. Finally, the book analyses the plight of vulnerable groups such as internally displaced persons, the atrocities committed against women and girls in the Boko Haram insurgency and the (in)ability of international law to enforce the protections offered to the victims. From the perspective of critical intellectual inquiry, the book also challenges a number of fundamental assumptions and encourages us to revisit our legal characterisation of certain concepts such as “gender-based crimes”. It then goes further to analyse some legal grey areas in the Boko Haram insurgency such as the legal status of the Civilian Joint Task Force (CJTF) and the legal framework for holding members accountable for violations of international human rights and humanitarian law. Overall, the book represents a valuable contribution to scholarship, deepens our understanding and delineates how international law could respond to the Boko Haram insurgency in Nigeria in particular and terrorism in Africa in general.
