A Study of Crisis by Michael Brecher,Jonathan Wilkenfeld Pdf

As the twentieth century draws to a close, it is time to look back on an epoch of widespread turmoil, including two world wars, the end of the colonial era in world history, and a large number of international crises and conflicts. This book is designed to shed light on the causes and consequences of military-security crises since the end of World War I, in every region, across diverse economic and political regimes, and cultures. The primary aim of this volume is to uncover patterns of crises, conflicts and wars and thereby to contribute to the advancement of international peace and world order. The culmination of more than twenty years of research by Michael Brecher and Jonathan Wilkenfeld, the book analyzes crucial themes about crisis, conflict, and war and presents systematic knowledge about more than 400 crises, thirty-one protracted conflicts and almost 900 state participants. The authors explore many aspects of conflict, including the ethnic dimension, the effect of different kinds of political regimes--notably the question whether democracies are more peaceful than authoritarian regimes, and the role of violence in crisis management. They employ both case studies and aggregate data analysis in a Unified Model of Crisis to focus on two levels of analysis--hostile interactions among states, and the behavior of decision-makers who must cope with the challenge posed by a threat to values, time pressure, and the increased likelihood that military hostilities will engulf them. This book will appeal to scholars in history, political science, sociology, and economics as well as policy makers interested in the causes and effects of crises in international relations. The rich data sets will serve researchers for years to come as they probe additional aspects of crisis, conflict and war in international relations. Michael Brecher is R. B. Angus Professor of Political Science, McGill University. Jonathan Wilkenfeld is Professor and Chair of the Department of Government and Politics, University of Maryland. They are the coauthors of Crises in the Twentieth Century: A Handbook of International Crisis, among other books and articles.

Terrorism and the US Drone Attacks in Pakistan by Imdad Ullah Pdf

This book analyses the US drone attacks against terrorists in Pakistan to assess whether the ‘pre-emptive’ use of combat drones to kill terrorists is ever legally justified. Exploring the doctrinal discourse of pre-emption vis-à-vis the US drone attacks against terrorists in Pakistan, the book shows that the debate surrounding this discourse encapsulates crucial tensions between the permission and limits of the right of self-defence. Drawing from the long history of God-given and man-made laws of war, this book employs positivism as a legal frame to explore and explain the doctrine of pre-emption and analyses the doctrine of the state’s rights to self-defence as it stretches into pre-emptive or preventive use of force. The book investigates why the US chose the recourse to pre-emption through the use of combat drones in the ‘war on terror’ and whether there is a potential future for the pre-emption of terrorism through combat drones. The author argues that the policy to ‘kill first’ is easy to adopt however, any disregard for the web of legal requirements surrounding the policy has the potential to undercut the legal claims of an armed act. The book enables the framing and analysis of such controversies in legal terms as opposed to a choice between law and policy. An examination of the legal dilemma concerning drone warfare, this book will be of interest to academics in the field International Relations, Asian Politics, South Asian Studies and Security Studies, in particular global security law, new wars and emerging technologies of warfare.

Conflict and Peace in the Modern International System by Evan Luard Pdf

This book is an important contribution to the understanding of conflict and peace in the modern world, and to the continuous debate about the best methods to avoid and limit wars. This revised edition has the added advantage of having updated information about international and civil conflicts up to the early 1980s. This last point is important as there is not any other book that I know of which offers a comprehensive approach to the topic as well as updated information on the international conflicts that happened during the last few years. It guides the reader through a complex topic, helping one to understand the reasons for conflict and to realistically assess the possibilities for peace in different contexts. It also provides well argued policy recommendations about the means to be used to reduce the likelihood of armed conlict, its intensity, and duration.

Politics of the Chaco Peace Conference, 1935–1939 by Leslie B. Rout Pdf

After three years of indecisive but bloody war, guns lay silent in the Chaco Boreal in June 1935. Fifty years of bickering between Bolivia, a landlocked country seeking a river exit to the sea, and Paraguay, a land-hungry country seeking territorial aggrandizement and supposed mineral wealth, had culminated in open warfare in June 1932. By 1935 the antagonists, near exhaustion, finally agreed to discuss their differences. Leslie B. Rout, Jr., examines three facets of the dispute and the inter-American peace conference that settled it. He analyzes the futile diplomatic efforts to prevent the outbreak of hostilities, discusses the diplomatic initiatives that culminated in the June cease-fire, and describes the frustrating but ultimately successful diplomatic struggle that produced a definitive settlement. By enumerating the problems and progress of the peace conference, Rout demonstrates that, despite occasions of open diplomacy, it was through secret negotiation that agreement was finally attained. He concludes that, although the negotiators betrayed unabashed cynicism, violated stated Pan-American ideals, and disregarded the "troublesome" terms of the June 1935 cease-fire, they deserve praise. Had the mediators failed to produce a viable solution in July 1938, the peace conference would have collapsed, renewed warfare would have resulted—and the neighboring powers inevitably would have become involved. Given this potential catastrophe, the mediators had to solve the diplomatic problems by the means available.
