Over the past two decades or so, legal literature has devoted much attention to various human rights issues at both the national and international levels. Yet there has been comparatively little written on the concept and importance of individual duty within the human rights discourse. This book attempts to comprehensively and systematically examine the corollary of human right - the principle of individual duty - from a number of different perspectives, including history, the law (principally international human rights and humanitarian law and national constitutional law), philosophy, jurisprudence, religion, and ethics. The author attempts to demonstrate that a greater emphasis upon individual duties is consistent with a cultural relativist critique, natural law theory, the experience of national legal systems and regional human rights systems, certain socio-political philosophies and conventional sociological postulates, and the dictates of good public policy. The First Additional Protocol to the Geneva Conventions ("AP I") is central to the modern law of war, widely referred to as international humanitarian law outside the United States. It updates the Geneva Conventions for protection of war victims and combines them with new or updated rules governing hostilities and the use of weapons found in the Hague Regulations Respecting the Laws and Customs of War. Due to its comprehensive nature and adoption by a majority of States, AP I is frequently cited as the source for law of war rules by attorneys and others interested in protecting humanitarian interests. The challenge for United States attorneys, however, is that their country is not a party to AP I and has been a persistent objector to many of its new rules.While the United States signed the First Additional Protocol to the Geneva Conventions in 1977, it determined, after 10 years of analysis, that it would not ratify the protocol. President Reagan called AP I "fundamentally and irreconcilably flawed."1 Yet, as will be detailed throughout this guide, United States officials have declared that aspects of AP I are customary international law. Forty years after signing AP I, and 30 years after rejecting it, the United States has never presented a comprehensive, systematic, official position on the protocol. Officials from the United States Departments of Defense and State have taken positions on particular portions of it. This guide attempts to bring those sources together in one location.

Clayton Tucker and his colleagues at the Dallas Observer eagerly prepare to cover the anniversary of the first human heart transplant using a cloned heart. Cloning, stem cell therapy and gene splicing have become nearly routine in 2016 and have opened the door to advances in medicine only dreamed of ten years earlier. Traveling to South Africa where the first heart transplant was done fifty years earlier, Clay discovers that Pontiac Pharmaceuticals has been closely involved in the research surrounding both the original transplant and the one in Dallas. Clay and Brian Singh begin looking into Pontiac and learn that it is part of Omega Security Systems; a multinational arms dealer fronting for a counter espionage organization. However, a power struggle is underway at Pontiac and Clay is contacted by Pontiacs COO Darius Kent. Kent is concerned that an advanced unstable biological weapon is being developed at the companies lab in Bosnia by the companys president, the Colonel. Kent helps Clay and Brian infiltrate the lab using the newly developed counter insurgency macro skin. They pose as two of the companies researchers recently transferred to the lab. Here they are confronted with ultimate biological weapon, the Alastor. Clay and Brian are able to download the Alastor research and escape the lab.
