Addressing Security Risks at the Ukrainian Border Through Best Practices on Good Governance by R. Kęsek,M. Boroda,Z. Jóźwik Pdf

With the current security crisis in the Ukraine, border security has become a pressing issue. Both the annexation of Crimea and the temporary occupation of the Donbas region represent serious violations of the country's territorial integrity and of the wider international legal order. This book contains 13 presentations delivered during the two-day NATO Advanced Research Workshop (ARW) 'Addressing Security Risks at the Ukrainian Border through Best Practices on Good Governance – Sources and Counter Measures', which took place in Kyiv, Ukraine, in February 2016. The workshop consisted of 5 expert panels devoted to various aspects of building the integrity of the Ukrainian border management agencies to enhance the border security of the eastern flank of NATO. The topics of these panels were: the integrity of the security sector in Ukraine; corruption as a security risk in border management; institutional tools to combat corruption in border management; increasing preparedness for cross-border crises; and bilateral and multilateral dimensions of international cooperation to enhance the integrity of border management agencies. The workshop contributed to raising awareness of emerging border security challenges, as well as providing a forum for the close cooperation of and the exchange of knowledge between the most relevant local and international agencies. It also made possible the discussion of issues such as the current refugee crisis and the implications - for security - of corruption in border management in a wider context.

Ethical Dilemmas in the Global Defense Industry by Daniel Schoeni,Head of Security and Law Programme Tobias Vestner,Tobias Vestner Pdf

The defense industry develops, produces, and sells weapons that cause great harm. It operates at the intersection of the public and private sectors, with increased reliance on technology companies. Although such firms exist primarily to serve their host states, they routinely interact with foreign legal systems and diverse cultures. This context creates unique ethical challenges. That being the case, is the defense industry ethically defensible? How should it be regulated? How should it respond to worrisome technological developments such as autonomous weapons systems? How should business be conducted in countries where bribery is the norm? To what extent can this industry's intrinsic ethical problems be overcome? This book addresses such questions, bringing together the diverse perspectives of scholars and practitioners from academia, government service, the military, and the private sector. It aims to inform a discussion about the moral and legal challenges facing the global defense industry and to introduce solutions that are innovative, effective, and practical.

Unwinnable by Theo Farrell Pdf

Afghanistan was an unwinnable war. As British and American troops withdraw, discover this definitive account that explains why. It could have been a very different story. British forces could have successfully withdrawn from Afghanistan in 2002, having done the job they set out to do: to defeat al-Qaeda. Instead, in the years that followed, Britain paid a devastating price for their presence in Helmand province. So why did Britain enter, and remain, in an ill-fated war? Why did it fail so dramatically, and was this expedition doomed from the beginning? Drawing on unprecedented access to military reports, government documents and senior individuals, Professor Theo Farrell provides an extraordinary work of scholarship. He explains the origins of the war, details the campaigns over the subsequent years, and examines the West's failure to understand the dynamics of local conflict and learn the lessons of history that ultimately led to devastating costs and repercussions still relevant today. 'The best book so far on Britain's...war in Afghanistan' International Affairs 'Masterful, irrefutable... Farrell records all these military encounters with the irresistible pace of a novelist' Sunday Times

Thieves of State: Why Corruption Threatens Global Security by Sarah Chayes Pdf

Winner of the 2015 Los Angeles Times Book Prize for Current Interest. "I can’t imagine a more important book for our time." —Sebastian Junger The world is blowing up. Every day a new blaze seems to ignite: the bloody implosion of Iraq and Syria; the East-West standoff in Ukraine; abducted schoolgirls in Nigeria. Is there some thread tying these frightening international security crises together? In a riveting account that weaves history with fast-moving reportage and insider accounts from the Afghanistan war, Sarah Chayes identifies the unexpected link: corruption. Since the late 1990s, corruption has reached such an extent that some governments resemble glorified criminal gangs, bent solely on their own enrichment. These kleptocrats drive indignant populations to extremes—ranging from revolution to militant puritanical religion. Chayes plunges readers into some of the most venal environments on earth and examines what emerges: Afghans returning to the Taliban, Egyptians overthrowing the Mubarak government (but also redesigning Al-Qaeda), and Nigerians embracing both radical evangelical Christianity and the Islamist terror group Boko Haram. In many such places, rigid moral codes are put forth as an antidote to the collapse of public integrity. The pattern, moreover, pervades history. Through deep archival research, Chayes reveals that canonical political thinkers such as John Locke and Machiavelli, as well as the great medieval Islamic statesman Nizam al-Mulk, all named corruption as a threat to the realm. In a thrilling argument connecting the Protestant Reformation to the Arab Spring, Thieves of State presents a powerful new way to understand global extremism. And it makes a compelling case that we must confront corruption, for it is a cause—not a result—of global instability.

Routledge Handbook of Public Procurement Corruption by Sope Williams,Jessica Tillipman Pdf

The Routledge Handbook of Public Procurement Corruption showcases the most innovative and exciting research being conducted in this important area of study, providing a comprehensive go-to reference for all who are interested in the topic. During the COVID-19 pandemic, the global race for health and ancillary goods amid global supply chain disruptions demonstrated that, when tested, all countries are incredibly vulnerable to fraud and corruption in public procurement, irrespective of their level of development. Yet despite the widespread nature of the problem, there remains a lack of in-depth, analytical, and cross-country investigations into public procurement corruption. This book addresses this gap by providing a comprehensive, multidisciplinary, geographically balanced treatise on corruption in public procurement. It combines country-specific studies to allow readers to easily compare differing perspectives and approaches and overarching thematic chapters to reflect on new and cutting-edge issues in procurement and their implications for procurement corruption. Key sectors such as healthcare and infrastructure are considered, as well as the role of new technologies, in both combatting and enabling procurement corruption. This Handbook provides academics, practitioners, and graduate researchers of public administration, law, and anti-corruption with all of the tools they need to understand the nuances of public procurement corruption around the world.

Countering Hybrid Threats: Lessons Learned from Ukraine by N. Iancu,A. Fortuna,C. Barna Pdf

The Ukrainian conflict has come to be considered as the most serious geopolitical crisis in Central and Eastern Europe since the end of the Cold War. Its implications extend well beyond the borders of Ukraine, and its impact on the security of the wider Black Sea region is, as yet, neither contained nor fully understood. This book contains 28 articles on the topic of hybrid warfare and related threats, delivered at the NATO Advanced Research Workshop (ARW) 'Countering Hybrid Threats: Lessons Learned from Ukraine', held in Bucharest, Romania, in September 2015. This event brought together 50 experts from different fields and perspectives, including policymakers, security and intelligence practitioners, and academics. The presentations explored the nature of the Ukrainian conflict and the dynamic evolution of current security threats in Central and Eastern Europe and the Black Sea region with the aim of identifying the key drivers of the conflict and exploring the most efficient instruments and methods for conflict resolution. The book is divided into four sections entitled: challenges of hybrid warfare: multiple perspectives; hybrid war – an old concept with an extensive dimension; counteracting hybrid threats: lessons learned from Ukraine; and finally, the implications of the Ukrainian conflict for regional and Euro-Atlantic security. The book provides a timely reflection on recent events and will be of interest to all those wishing to improve their understanding of hybrid warfare and conflict resolution.
