This book examines three consecutive famines in Cambodia during the 1970s, exploring both continuities and discontinuities of all three. Cambodia experienced these consecutive famines against the backdrop of four distinct governments: the Kingdom of Cambodia (1953-1970), the U.S.-supported Khmer Republic (1970-1975), the communist Democratic Kampuchea (1975-1979), and the Vietnamese-controlled People's Republic of Kampuchea (1979-1989). Famine in Cambodia documents how state-induced famine constituted a form of sovereign violence and operated against the backdrop of sweeping historical transformations of Cambodian society. It also highlights how state-induced famines should not be solely framed from the vantage point in which famine occurs but should also focus on the geopolitics of state-induced famines, as states other than Cambodia conditioned the famine in Cambodia. Drawing on an array of theorists, including Michel Foucault, Giorgio Agamben, and Achille Mbembe, James A. Tyner provides a conceptual framework to bring together geopolitics, biopolitics, and necropolitics in an effort to expand our understanding of state-induced famines. Tyner argues that state-induced famine constitutes a form of sovereign violence-a form of power that both takes life and disallows life.

Neoliberal economics have emerged in the post-Cold War era as the predominant ideological tenet applied to the development of countries in the global south. For much of the global south, however, the promise that markets will bring increased standards of living and emancipation from tyranny has been an empty one. Instead, neoliberalisation has increased the gap between rich and poor and unleashed a firestorm of social ills. This book deals with the post-conflict geographies of violence and neoliberalisation in Cambodia. Applying a geographical analysis to contemporary Cambodian politics, the author employs notions of neoliberalism, public space, and radical democracy as the most substantive components of its theoretical edifice. He argues that the promotion of unfettered marketisation is the foremost causal factor in the country’s inability to consolidate democracy following a United Nations sponsored transition. The book demonstrates Cambodian perspectives on the role of public space in Cambodia's process of democratic development and explains the implications of violence and its relationship with neoliberalism. Taking into account the transition from war to peace, authoritarianism to democracy, and command economy to a free market, this book offers a critical appraisal of the political economy in Cambodia.

These bases supported enemy activities in South Vietnam’s Military Regions 3 and 4 and a significant part of Military Region 2 but were protected because of Cambodia’s declared neutrality. However, the change in government on 18 March 1970 provided South Vietnam and the United States the opportunity to neutralize and disrupt much of the enemy logistic system across the border. Sanctioned by the new Cambodian government and approved by the Presidents of the Republic of Vietnam and the United States, South Vietnamese and U.S. forces launched combined operations into Cambodia’s border area from 30 April to 30 June 1970. As the Assistant Chief of Staff J3 of the Joint General Staff, RVNAF, I participated in the combined planning for these historic operations with military representatives from Cambodia and the United States and then monitored the operations constantly for the Chairman JGS.
