Quebec and Canada in the New Century by Michael Murphy,Daniel Salée Pdf

After the Quiet Revolution policies in Quebec society were driven by a discourse of sovereignty and Quebec nation-building that fundamentally challenged the legitimacy and integrity of the Canadian federation. Since the 1995 referendum a different set of priorities has come to the fore in Quebec society - health care, education, employment and economic development, security, and the environment. These are the same issues that dominate the public agenda across the country. Canada: The State of the Federation 2005 explores the significance of this shift - is it a temporary period of calm or an essential realignment of Quebec's relationships with Canada and the rest of the world? Can the abatement of overt nationalist sentiment be attributed to the success of nationalist policies themselves, particularly those relating to the French language? Authors in this volume examine the political economy of Quebec nationalism, the impact of regional and global integration, the rise of new social movements, political party dynamics, the increasingly multicultural character of urban Quebec, and the shifting intergovernmental dynamics in the federation.

Transforming the Nation by Raymond B. Blake Pdf

In Transforming the Nation, leading Canadian politicians and scholars reflect on the major policy debates of the period and offer new and surprising interpretations of Brian Mulroney. Mulroney had a tremendous impact on Canada, charting a new direction for the country through his decisions on a variety of public-policy issues - free trade with the United States, social-security reform, foreign policy, and Canada's North. The Mulroney government represented a dramatic break with Canada's past.

Getting It Right by Harley McGee Pdf

Getting It Right is the first "insider's" account of this period of regional development in Canada. Harley McGee draws on his experience with the government at senior regional and departmental levels, and on primary and secondary sources, to examine the evolution of federal regional development policies and the structures developed between 1970 and 1991 to implement them. He dispels some of the myths and challenges some of the perceptions about the manner in which regional development has been tackled by governments in Canada. He explores the federal-provincial dimensions of regional development, as well as the difficulty of reconciling the perceived dichotomy between national and regional policies. McGee argues that the 1982 move away from the DREE model of regional development was a mistake, and suggests that the predilection of governments for reorganising existing instruments of regional development policy and creating new ones has been detrimental to regional economies. Mindful of the new realities of the global economy within which Canada and its regions must compete, and of the promise/threat of rapidly changing technology, McGee identifies the need for a new order of priorities with which governments can meet these challenges and opportunities.

Policy Transformation in Canada by Carolyn Hughes Tuohy,Sophie Borwein,Peter John Loewen,Andrew Potter Pdf

Canada's centennial anniversary in 1967 coincided with a period of transformative public policymaking. This period saw the establishment of the modern welfare state, as well as significant growth in the area of cultural diversity, including multiculturalism and bilingualism. Meanwhile, the rising commitment to the protection of individual and collective rights was captured in the project of a "just society." Tracing the past, present, and future of Canadian policymaking, Policy Transformation in Canada examines the country's current and most critical challenges: the renewal of the federation, managing diversity, Canada's relations with Indigenous peoples, the environment, intergenerational equity, global economic integration, and Canada's role in the world. Scrutinizing various public policy issues through the prism of Canada’s sesquicentennial, the contributors consider the transformation of policy and present an accessible portrait of how the Canadian view of policymaking has been reshaped, and where it may be heading in the next fifty years.

How Ottawa Spends, 1991-1992 by Frances Abele Pdf

This volume is the twelfth in the series on federal government spending and policy performance compiled by Carleton University's School of Public Administration. This edition assesses the future of Canada in the post-Meech, post-free trade era. Four articles concentrate on the increasing fragmentation of Canada after the failure of the Meech Lake Accord, and each of the others ponders various topics in the context of an era when the nature of the federation seems very much in questions. Authors from western Canada, the Atlantic region and Quebec explore the changing political landscapes in their areas, while others consider the shifting realities in aboriginal-state relations. Abortion, race relations, federal grants to interest groups, benefits to the elderly, and telecommunications policy are all reviewed as aspects of the "mature" agenda of the Progressive Conservative party in power. Taken as a group, these articles provide a multifaceted and sometimes surprising evaluation of government performance.
