By contrast Climate Change and Society tries to place the ‘social’ at the heart of both the analysis of climates and of the assessment of alternative futures. It demonstrates the importance of social practices organised into systems. In the fateful twentieth century various interlocking high carbon systems were established. This sedimented high carbon social practices, engendering huge population growth, increasing greenhouse gas emissions and the potentially declining availability of oil that made this world go round. Especially important in stabilising this pattern was the ‘carbon military-industrial complex’ around the world. The book goes on to examine how in this new century it is systems that have to change, to move from growing high carbon systems to those that are low carbon. Many suggestions are made as to how to innovate such low carbon systems. It is shown that such a transition has to happen fast so as to create positive feedbacks of each low carbon system upon each other. Various scenarios are elaborated of differing futures for the middle of this century, futures that all contain significant costs for the scale, extent and richness of social life. Climate Change and Society thus attempts to replace economics with sociology as the dominant discipline in climate change analysis. Sociology has spent much time examining the nature of modern societies, of modernity, but mostly failed to analyse the carbon resource base of such societies. This book seeks to remedy that failing. It should appeal to teachers and students in sociology, economics, environmental studies, geography, planning, politics and science studies, as well as to the public concerned with the long term future of carbon and society.

The climate crisis is humanmade. Its main cause is the burning of fossil fuels. To combat climate change, we have to understand how we arrived at where we are. This book explores the reasons why human societies have embarked on the trajectory of ever-increasing use of fossil fuels. Population growth, desire for freedom from want and profit-seeking all played major roles in shaping human history, but there has been no inevitable drive towards heating up the atmosphere in the pursuit of social objectives. To sustain a growing population, more natural resources are required, but their use does not need to generate climate change. No logic of modernity links freedom with a kind of material abundance that requires the burning of fossil fuels. No logic of capital necessarily ties the search for profit to the extraction of fossil resources. Examining the critical junctures in human history when resource regimes changed, this book identifies the social problems that were meant to be solved by burning fossil fuels and the power hierarchies that shaped the decisions to use them. Wagner argues that the key choices that led to the climate emergency were made relatively recently, during the second half of the 20th century: they are close enough in time for us to undo the prevailing social logic of fossil fuels. By redefining the key problems that humankind is facing and reshaping the existing mechanisms of power, we can take the decisive action needed to reduce our dependence on fossil fuels and avert the worst consequences of climate change.

This book focuses on three major means of achieving a low carbon society: conservation of the ecosystem complex, changes of arrangement of landscapes, and creation of biodiversity. There are specific countermeasures to be taken for carbon absorption in the three types of landscapes—urban, cultural, and natural—because their carbon balances differ. Urban landscapes are promising sites because they have the potential for greening and the creation of biodiversity. Cultural landscapes in the tropics had not been actively researched until recently, but this book now presents a collection of several cases focused on those areas. Natural landscapes had existed in abundance in developing countries; later, nature protection areas were designated to coexist with development. Now, however, developmental pressure has penetrated into those nature protection areas, and landscape ecological projects are urgently required to preserve them. As a result of global warming, abnormal weather phenomena including super typhoons have occurred frequently in recent years. The major underlying cause is the higher concentration of greenhouse gases released by human activities. As well, major natural absorbers of CO2 such as forests, wetlands, and coral reefs are shrinking, and the human impact is causing the ecological balance to deteriorate. Controlling CO2 emissions and expanding the CO2 absorbers are keys to reducing total CO2. Low carbon societies can be established by maintaining the original CO2 balance through integration of multiple tools, with contributions from diverse fields such as physics and chemistry, physiology and humanities, and education. On the basis of an international consensus, the environment must be protected no matter what sacrifices are required. As this book demonstrates, achieving a low carbon society is a top priority, and landscape conservation is the first step in ecological research toward that goal.
