Care For The Elderly And Japanese Welfare State by Jesús RIVERA NAVARRO,Emilia RIESCO VÁZQUEZ Pdf

Meeting the Challenges of Elder Care by Yayoi Saitō,Reiko Abe Auestad,Kari Wærness Pdf

Based on comparative and collaborative studies of Japanese and Norwegian specialists, this book focuses upon the critical analysis of 'rationality of care' with an empirical examination of care services in the two countries. The book argues that elder care is not simply the act of labor, but that of love, and it looks at such aspects of care as home help, new public management, and social enterprise. Predicated on the historical experience and contemporary reality of elder care in both countries, the study confronts the commercial rationalization of care practices and explores their desirable forms.

Aging and Social Policy by Harald Conrad Pdf

In recent years, Japan and Germany have been facing very similar challenges: aging populations, changing employment structures, long-lasting economic stagnation, and globalization, all of which threaten existing social security arrangements. Both countries are in a number of respects more socially and politically regulated, and in this sense less liberal, than the Anglo-American economies. Nonetheless, during the last couple of years several important social policy reforms have been implemented. A comparison of these reforms may provide valuable insights into the changing character of "conservative" welfare states. This volume concentrates on two fields of social policy: long-term care insurance and public pensions. These social insurances are at the center of current public debate in both countries because population aging translates immediately into a higher demand for care for the elderly and old age security. The contributions range from demographic and policy implications of aging through detailed analyses on the different reform measures to specific aspects such as bioethical or regional policy considerations. The volume is intended not only for experts specializing in social policy research but also for policy makers as well as the general reader interested in the current debates centering on the "restructuring of the welfare state".

Japan: Health-, Elderly- and Child- Care in Comparison to the German System: Based on a Case Study by Anja Hellmann Pdf

Research Paper (undergraduate) from the year 2009 in the subject Health Science, grade: 1,6, University of Applied Sciences Bremen, language: English, abstract: The development of the Japanese society is characterized by a lot of similarities to Germany. This is why I have chosen the country to compare especially the Health Care System with the German one. Not only the economic achievements are comparable, but first of all the Demographic Change. In 2020 28% of the Japanese population will be over 65 years. In Germany it is prognosticated to be around 21% (Tab.1). Moreover the Japanese Health Care System is known as own of the cheapest of the industrialized countries. This leads to the question of adoption of some parts or ideas from the Japanese system to the German one. In my elaboration I want to describe a case of a family in Japan regarding the family and work situation, the Health Care System in general and additionally the system of taking care of the elderly and the children. My example family has got following parts: The mother is 42 years old, she works as a nurse in an outpatient department of a local government. In addition she has to take care of her parents almost every day. The father is 45 years old, works as an engineer and likes his hobby, which is driving motorbikes. The daughter of them is 7 and their son is 13, both go to school. The grandmother has got dementia, she is 76 years old and lives together with her husband, who is 76 and has got diabetes. They live in the neighborhood of their children and grandchildren. Case 1: Values, culture, roles of the family members. Case 2: Health Care System of Japan in comparison to the German one. What happens after a traffic accident of the father? Case 3: Elderly and Child Care in general and in the case of the accident and depression of the mother.

How Policies Change by John Creighton Campbell Pdf

Japan is aging rapidly, and its government has been groping with the implications of this profound social change. In a pioneering study of postwar Japanese social policy, John Creighton Campbell traces the growth from small beginnings to an elaborate and expensive set of pension, health care, employment, and social service programs for older people. He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state." Despite the big differences in cultural values, social arrangements, economic priorities, and political control, government responsibility for the "aging-society problem" is broadly similar to that in advanced Western nations. However, Campbell's account of how Japan has taken on that responsibility raises new issues for our understanding of both Japanese politics and theories of the welfare state. The Care of the Elderly in Japan by Yongmei Wu Pdf

The problems of an ageing population are particularly acute in Japan. These problems include people living longer, with many needing more care, and the problems of supporting them by a diminishing working population and a diminishing tax base. This book, based on extensive fieldwork in a Japanese institution for the elderly, explores the whole issue of ageing and responses to it in Japan, and compares the Japanese approach in these matters with Western approaches. It discusses how people in Japan have changed their perceptions towards family responsibility, the institutionalization of the elderly, and rights of welfare. It also discusses how institutions for the elderly are run in Japan and how their management differs from that in the West.

In this context, ageing societies has many valuable lessons to learn by studying Japan's experience dealing with its hyper-aged society and particularly from its strategies to ensure the financial sustainability of the Long-Term Care Insurance (LTCI) system. Based on an exhaustive literature review, and the results from six original researches on long-term care expenditures in Japan (LTCE) conducted during a doctoral program, the book provides a comprehensive view in analyzing trends and factors associated with increasing expenditures in the Long-Term Care Insurance system in Japan. The book address relevant topics such as; the main socio-demographic changes experienced by the Japanese society during the last three decades, predictors of the LTCE, measuring efficiency in nursing homes, the impact of the LTCI 2005-reform to contain expenditures, cost-effectiveness of the in-home and community based services and institutional LTCE in the last year of life. The book comprises three parts: (I) Mapping Social Security in Japan, (II) Community-Based Integrated Care Systems in Japan, and (III) A Prospect of Community-Based Inclusive Society in Japan. The chapters in this book were composed on the basis of research into community-based integrated care systems and community-based inclusive society, conducted by members of the Association of Japanese Geographers’ Study Group “Regional Issues Related to the Birthrate Decline and Population Aging.” Choosing local governments with different regional characteristics, the authors conducted empirical research to uncover the characteristics of comprehensive community support systems, building processes, and challenges in the respective local governments. Non-Japanese readers will acquire an understanding of the characteristics of social security and the trends of the reforms in Japan. To support its use as a reference book, chapters in Part I include numerous maps and figures with the themes of welfare, medical care, and health levels in Japan.

The Welfare State East and West by Richard Rose,Rei Shiratori Pdf

A unique, comparative examination of the different ways in which modern democratic societies provide welfare today, these essays focus on the welfare strategies and experiences of the U.S., Japan, Great Britain, Scandinavia, Germany, and Israel. While the objectives of welfare are common to each society, each has its own ideas about the best way for the state, the market, and the household to contribute to the welfare mix. With the economies of many countries under pressure, the question of the proper balance between domestic welfare spending and defense spending is often at the center of the debate. The essays on Japan provide new and useful insights into how a state--not normally considered a "welfare state"--manages to provide a wide array of successful welfare services.
