Investigations of how the global Cold War shaped national scientific and technological practices in fields from biomedicine to rocket science. The Cold War period saw a dramatic expansion of state-funded science and technology research. Government and military patronage shaped Cold War technoscientific practices, imposing methods that were project oriented, team based, and subject to national-security restrictions. These changes affected not just the arms race and the space race but also research in agriculture, biomedicine, computer science, ecology, meteorology, and other fields. This volume examines science and technology in the context of the Cold War, considering whether the new institutions and institutional arrangements that emerged globally constrained technoscientific inquiry or offered greater opportunities for it. The contributors find that whatever the particular science, and whatever the political system in which that science was operating, the knowledge that was produced bore some relation to the goals of the nation-state. These goals varied from nation to nation; weapons research was emphasized in the United States and the Soviet Union, for example, but in France and China scientific independence and self-reliance dominated. Along with the political and economic reforms that have characterized the post-Mao era in China there has been a potentially revolutionary change in Chinese science and technology. Here sixteen scholars examine various facets of the current science and technology scene, comparing it with the past and speculating about future trends. Thirty years ago, in 1988, the United States secretly moved to end once and for all Taiwan's nuclear weapons program, just as it was nearing the point of being able to rapidly break out to build nuclear weapons. Because intense secrecy has followed Taiwan's nuclear weapons program and its demise, this book is the first account of that program's history and dismantlement. Taiwan's nuclear weapons program made more progress and was working on much more sophisticated nuclear weapons than publicly recognized. It came dangerously close to fruition. Taipei excelled at the misuse of civilian nuclear programs to seek nuclear weapons and implemented capabilities to significantly reduce the time needed to build them, following a decision to do so. Despite Taiwan's efforts to hide these activities, the United States was able to gather incriminating evidence that allowed it to act, effectively denuclearizing a dangerous, destabilizing program, that if left unchecked, could have set up a potentially disastrous confrontation with the People's Republic of China (PRC). The Taiwan case is rich in findings for addressing today's nuclear proliferation challenges.

Then why this study. The answer is simply that this is an attempt to tell the story of the Chinese Red Army in as concise a form as possible without compressing the narrative to the point of distortion. The study may seem overstuffed with facts, or what pass for facts, but the author can assure the reader that he did his best to eliminate all but those he considered essential.
