REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Plantation forests often have a negative image. They are typically assumed to be poor substitutes for natural forests, particularly in terms of biodiversity conservation, carbon storage, provision of clean drinking water and other non-timber goods and services. Often they are monocultures that do not appear to invite people for recreation and other direct uses. Yet as this book clearly shows, they can play a vital role in the provision of ecosystem services, when compared to agriculture and other forms of land use or when natural forests have been degraded. This is the first book to examine explicitly the non-timber goods and services provided by plantation forests, including soil, water and biodiversity conservation, as well as carbon sequestration and the provision of local livelihoods. The authors show that, if we require a higher provision of ecosystem goods and services from both temperate and tropical plantations, new approaches to their management are required. These include policies, methods for valuing the services, the practices of small landholders, landscape approaches to optimise delivery of goods and services, and technical issues about how to achieve suitable solutions at the scale of forest stands. There is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. Science is often failing to inform the practice of conservation, which remains largely experience-based. The main reason is the poor accessibility of evidence on the effectiveness of different interventions. This is the basis for this book adopting an 'evidence-based approach', modelled on the systematic reviews used in health sciences and now being applied to many policy arenas. Evidence-based Conservation brings together a series of case studies, written by field practitioners, that provides the evidence-base for evaluating how effective conservation and poverty alleviation strategies can be better implemented. A series of systematic reviews uses experiences and data from fifteen integrated conservation and development projects conducted in the Lower Mekong region, specifically in Vietnam, Laos and Cambodia. They provide wide-ranging overviews of the effectiveness of protected areas and how innovative tools and methods for monitoring and evaluation can be utilised for more effective outcomes. Results are in the form of management and policy recommendations, based on the quality of evidence and the cost-utility of the intervention. Vietnam is acknowledged to be REDD+ pioneer country, having adopted REDD+ in 2009. This paper is an updated version of Vietnam’s REDD+ Country Profile which was first published by CIFOR in 2012. Our findings show that forest cover has increased since 2012, but enhancing, or even maintaining, forest quality remains a challenge. Drivers of deforestation and degradation in Vietnam, including legal and illegal logging, conversion of forest for national development goals and commercial agriculture, weak law enforcement and weak governance, have persisted since 2012 up to 2017. However, with strong political commitment, the government has made significant progress in addressing major drivers, such as the expansion of hydropower plants and rubber plantations.Since 2012, Vietnam has also signed important international treaties and agreements on trade, such as Voluntary Partnership Agreements (VPAs) through the European Union’s (EU) Forest Law Enforcement. These new policies have enhanced the role of the forestry sector within the overall national economy and provided a strong legal framework and incentives for forestuser groups and government agencies to take part in forest protection and development. Nevertheless, new market rules and international trade patterns also pose significant challenges for Vietnam, where the domestic forestry sector is characterized by state-owned companies and a large number of domestic firms that struggle to comply with these new rules.The climate change policies, national REDD+ strategy and REDD+ institutional setting has been refined and revised over time. However, uncertain and complex international requirements on REDD+ and limited funding have weakened the government’s interest in and political commitment to REDD+. REDD+ policies in Vietnam have shown significant progress in terms of its monitoring, reporting and verification (MRV) systems, forest reference emission levels (FREL), and performance-based and benefit-sharing mechanisms by taking into account lessons learnt from its national Payment for Forest Environmental Services (PFES) Scheme. Evidence also shows increasing efforts of government and international communities to ground forestry policies in a participatory decision-making processes and the progress on developing safeguarding policies in Vietnam between 2012 and 2017 affirms the government’s interest in pursuing an equitable REDD+ implementation. Policy documents have fully recognized the need to give civil society organizations (CSOs) and ethnic groups political space and include them in decision making. Yet, participation remains token. Government provision for tenure security and carbon rights for local households are still being developed, with little progress since 2012.The effectiveness of REDD+ policies in addressing drivers of deforestation and degradation has not be proven, even though the revised NRAP has recently been approved. However, the fact that drivers of deforestation and degradation are outside of the forestry sector and have a strong link to national economic development goals points to an uneasy pathway for REDD+. The business case for REDD+ in Vietnam has not been proven, due to an uncertain carbon market, increasing requirements from donors and developed countries, and high transaction and implementation costs. Current efforts toward 3Es outcomes of REDD+ could be enhanced by stronger political commitment to addressing the drivers of deforestation from all sectors, broader changes in policy framework that create both incentives and disincentives for avoiding deforestation and degradation, cross-sectoral collaboration, and committed funding from both the government and developed countries.

Despite the importance of forests for global processes and the tradition of forest management by local Amazonian peoples, there is not much available literature on gender and forests in the Amazon region. Yet gender roles and relationships are important components of key emerging forest-related issues, such as climate change and the differential risks and opportunities faced by women and men in different contexts. This paper reviews recent literature (in English, Spanish and Portuguese) that addresses gender and forests in Amazonia, focusing on: property rights in Amazonian territories and communities; diverse and changing gender relations; forest management programs; and womens participation in social movements and organizations. The review finds significant historical, sociocultural and material barriers to gender equity and to womens full participation in sustainable management of Amazonian forests, and a relative lack of focus on gender in forest management programs, despite promising examples. The most important finding was that, over the past two decades, women from different Amazonian social groups have become increasingly organized, enhancing their rights, levels of participation and empowerment. More research is needed to understand the variability of gender relations and rights in different Amazonian contexts, and how they are changing. Research is also needed to understand and support efforts to improve gender equity in rights to resources and income and participation in key community and societal decisions on the future of Amazonian forests and their peoples.

Agricultural expansion has transformed and fragmented forest habitats at alarming rates across the globe, but particularly so in tropical landscapes. The resulting land-use configurations encompass varying mosaics of tree cover, human settlements and agricultural land units. Meanwhile, global demand for agricultural commodities is at unprecedented levels. The need to feed nine billion people by 2050 in a world of changing food demands is causing increasing agricultural intensification. As such, market-orientated production systems are now increasingly replacing traditional farming practices, but at what cost? The Agrarian Change project, coordinated by the Center for International Forestry Research, explores the conservation, livelihood and food security implications of land-use and agrarian change processes at the landscape scale. This book provides detailed background information on seven multi-functional landscapes in Ethiopia, Cameroon, Indonesia, Nicaragua, Bangladesh, Zambia and Burkina Faso. The focal landscapes were selected as they exhibit various scenarios of changing forest cover, agricultural modification and integration with local and global commodity markets. A standardized research protocol will allow for future comparative analyses between these sites. Each case study chapter provides a comprehensive description of the physical and socioeconomic context of each focal landscape and a structured account of the historical and political drivers of land-use change occurring in the area. Each case study also draws on contemporary information obtained from key informant interviews, focus group discussions and preliminary data collection regarding key topics of interest including: changes in forest cover and dependency on forest products, farming practices, tenure institutions, the role and presence of conservation initiatives, and major economic activities. The follow-on empirical study is already underway in the landscapes described in this book. It examines responses to agrarian change processes at household, farm, village and landscape levels with a focus on poverty levels, food security, dietary diversity and nutrition, agricultural yields, biodiversity, migration and land tenure. This research intends to provide much needed insights into how landscape-scale land-use trajectories manifest in local communities and advance understanding of multi-functional landscapes as socioecological systems.
