The book paints a more varied picture of Asian American youth civic engagement that is not entirely anchored in ethnic identity or non-political involvement, contrary to articulations of existing studies. In response to the devastation, an unprecedented wave of volunteers and civic associations streamed into Sichuan to offer help. The Politics of Compassion examines how civically engaged citizens acted on the ground, how they understood the meaning of their actions, and how the political climate shaped their actions and understandings. Using extensive data from interviews, observations, and textual materials, Bin Xu shows that the large-scale civic engagement was not just a natural outpouring of compassion, but also a complex social process, both enabled and constrained by the authoritarian political context. While volunteers expressed their sympathy toward the affected people's suffering, many avoided explicitly talking about the causes of the suffering—particularly in the case of the collapse of thousands of schools. Xu shows that this silence and apathy is explained by a general inability to discuss politically sensitive issues while living in a repressive state. This book is a powerful account of how the widespread death and suffering caused by the earthquake illuminates the moral-political dilemma faced by Chinese citizens and provides a window into the world of civic engagement in contemporary China.

Why and how has civic engagement emerged in the policy process of Hong Kong as an Asian semi-democratic state? This book attempts to answer this question through examining six cases that straddle diverse policy domains. It identifies three explanatory factors, namely, the profile of a policy domain, the structure of societal interest, and the strength of the civil society sector as important in shaping the state’s strategy in managing society, hence its propensity to engage. These factors affect the outcome through dynamic interaction between the state and societal actors. The findings outlined in the book show that the development of civic engagement in Hong Kong consists of both society-led and state-led cases. Society-led development brought about a high degree of openness and inclusiveness, whereas state-led civic engagement practices tended to be tactics utilized by the state for appeasing or depoliticizing civil society. Compared with other Asian regimes, the use of ‘transgressive contention’ as a way to compel the state to engage society is a feature that stands out in the liberal autocratic regime in Hong Kong.

The book is a truly comparative work which significantly advances conceptual understanding. The comparisons undertaken are at many levels and with different units for analysis. One chapter undertakes comparison in two cities (Hong Kong and Guangzhou), three chapters make comparisons between two eountries (South Korea and Singapore; Solomon Islands and Vanuatu; South Korea and China); and five chapters undertake eomparisons across the whole region. Other on individual countries or, in one case, on a single schoo!. In addition, ehapters foeus several chapters examine the attitudes and roles played by individuals and groups within societies. The book is thus an admirable example of the vitality of the field of comparative education in selecting different units for analysis and in examination of issues from diverse angles. Within the book, moreover, readers will find a fascinating array of settings and environments. On the one hand, for example, is Japan with its relatively homogenous eulture, a population of 126 million, and a strong national identity based on language and history. On the other hand is Solomon Islands, which has a population of just 400,000 scattered over 1,000 islands, approximately 90 indigenous languages, and major social problems arising from culture c\ashes, econornic forces, political dyna mies and legacies of colonialism.
