Civil Service Reform and the World Bank by Barbara Nunberg,John R. Nellis Pdf

Annotation Surveys the World Bank's experience in supporting developing country civil service reforms and begins to assess the progress made. The World Bank recognizes the importance of the civil service to the general welfare of the 4.6 billion people in low and middle income countries. Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.

The World Bank and the IMF hosted a workshop in September 2001 to review the effectiveness of programmes for civil service reform and to propose ways to improve future joint efforts. Participants considered case studies of civil service administrations in 11 countries. The main conclusion reached was that both organisations should be involved in collaboration earlier in the reform process, helping national administrations to: develop a medium-term fiscal framework; foster politically feasible reforms; and strengthen data collection.

Civil Service Reform in Francophone Africa by 'Ladipo Adamolekun,Guy de Lusignan,Armand Atomate Pdf

The world's financial markets are rapidly integrating into a single global marketplace, and developing countries are being drawn into this process starting from different points and moving at various speeds. Those with adequate institutions and sound policies in place may proceed smoothly along the road toward financial integration and gain the many benefits that integration can bring. Most of the developing economies lack many of the necesssary prerequisites for such a move; a few are so unprepared that integration may do them more harm than good. Developing countries may have little choice about whether to follow this path'advances in communications and new developments in finance have made the course inevitable'but they may still choose the ways in which they proceed, choosing the policies that benefit the economy and averting potential shocks. This World Bank report looks at the important challenges both sets of countries face in a new age of global capital. The book presents new and compelling evidence that, while low interest rates in industrial countries provided an initial impetus to the surge in private capital flows during 1989-93, these flows have entered a new phase, driven by increased financial integration . The report analyzes the causes and effects of integration, with a particular emphasis on how developing countries in the nascent stages of integration can learn from the experiences of the more rapidly integrating developing countries.

Public Sector Reform by World Bank. Independent Evaluation Group Pdf

The effectiveness and efficiency of a country's public sector is vital to the success of development activities, including those the World Bank supports. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.

Reforming Public Institutions and Strengthening Governance by Anonim Pdf

The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.

Rehabilitating Government by David L. Lindauer,Barbara Nunberg Pdf

Analyzes the issues affecting income security for the elderly in both developing and industrial nations. Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Public Expenditure Reform Under Adjustment Lending by Jeff Huther,Sandra Roberts,Anwar Shah Pdf

This paper argues that the World Bank should follow a systemic approach to developing guidance on public expenditure reform. Suggested approaches are to: determine an appropriate role for government and its various agents and specify their partnership with the civil society and the private sector; clarify the goals of reform and specify performance monitoring and evaluation indicators; target unproductive and inequitable expenditures from elimination; emphasize poverty alleviation; and promote equity and adopt general guidelines on policy environment goals for external assistance.

Managing the Civil Service by Barbara Nunberg Pdf

Centralized civil service management models provide the best starting point for most developing countries because decentralized agency systems require technological and human resources beyond their capabilities. Some better-endowed countries could use certain agency-type features selectively, moving toward an agency system as their institutional capabilities increase.
