The First Mediterranean Assessment Report (MAR1) prepared by the independent network of Mediterranean Experts on Climate and environmental Change (MedECC) founded in 2015 was published in November 2020. MAR1 assesses the best available scientific knowledge on climate and environmental change and associated risks in the Mediterranean Basin in order to render it accessible to policymakers, stakeholders and citizens. The report has been written by 190 scientists from 25 countries, all contributing in individual capacity and without financial compensation. The report includes a Summary for Policymakers (SPM), which comprises the key messages of the MAR1. The UNEP/MAP – Barcelona Convention Secretariat, through its Plan Bleu Regional Activity Center, and the Secretariat of the Union for the Mediterranean work in partnership to support MedECC, and to contribute to establish a sound and transparent scientific assessment process.

The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

Climate change is having a much greater impact in the Mediterranean than the global average. In the Paris Climate Agreement, the UN member states pledged to stop global warming at well below two degrees, if possible at 1.5 degrees. This mark, which is expected elsewhere only for 2030 to 2050, has already been reached in the region. The situation could worsen in the coming years if the global community does not limit its emissions. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries in the Mediterranean region on the one hand, but also on the many problems it faces on the other, which prevent adaptation efforts. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic, and political problems posed by climate change in the region, in order to replicate and even upscale the successful approaches used. The overall objective of UNCHAIN is to improve climate change risk assessment frameworks aimed at informed decision-making and climate change adaptation action through six methodological innovations: • To also cover the possible need for long-term and large-scale efforts of societal transformation; • To refine a structured method of co-production of knowledge and integrate this into impact modelling; • To develop and test an applicable framework for analyzing how societal change can affect local climate change vulnerabilities; • To develop and test a standardized analytical framework for addressing uncertainties involved in local decision-making on climate change adaptation; • To integrate the trans-national impacts of climate change; and, • To link mitigation and adaptation in climate risk and vulnerability assessments.
