Environmental Public Policy Making Exposed by Cynthia H. Stahl,Alan J. Cimorelli Pdf

This book exposes the barriers to inclusive and effective public policy making, which are the current decision making paradigm and commonly held ideas that reduce public policy problems to scientific and technical ones. Through both environmental policy and other decision making examples, readers are shown the commonalities of all decision making. Solution-oriented practitioners and stakeholders will find this book filling a conceptual and methodological gap in existing policy literature and practice. The authors deftly guide readers from post-normal science, wicked problems, and uncertainty concepts to a conceptually-grounded, practical implementation of a new approach, the open solution approach. The Multi-criteria Integrated Resource Assessment (MIRA) is described as the first generation methodology that fulfills the expectations for the inclusive, transparent, and learning-based open solutions approach. MIRA is a holistic package of concepts, methods and analytical tools that is designed to assess Decision Uncertainty, the combined uncertainties that include data, problem formulation, expert judgments, and stakeholder opinions. Introduction of the Requisite Steps, the common steps found in all decision making, provides the yardstick for evaluating a variety of decision making processes, decision tools, and commonly found indices such as the Dow Jones Industrial Average or the Newsweek Green Ranking of corporations. The use of anecdotes, policy stories, and case examples makes this a very readable and practical book for citizens and experts. With this book, readers are prepared to critically evaluate these common indices for their personal use as well as challenge policy processes as a stakeholder. For policy practitioners, this guidebook will become a rubric to ensure an effective public policy making process and to critically evaluate decision support tools.

Handbook on Complexity and Public Policy by Robert Geyer,Paul Cairney Pdf

'Over recent years Complexity Science has revealed to us new limits to our possible knowledge and control in social, cultural and economic systems. Instead of supposing that past statistics and patterns will give us predictable outcomes for possible actions, we now know the world is, and will always be, creative and surprising. Continuous structural evolution within such systems may change the mechanisms, descriptors, problems and opportunities, often negating policy aims. We therefore need to redevelop our thinking about interventions, policies and policy making, moving perhaps to a humbler, more 'learning' approach. In this Handbook, leading thinkers in multiple domains set out these new ideas and allow us to understand how these new ideas are changing policymaking and policies in this new era.' - Peter M Allen, Cranfield University, UK

The Welfare Economics of Public Policy by Richard E. Just,Darrell L. Hueth,Andrew Schmitz Pdf

The Welfare Economics of Public Policy is a great book that should be of interest to all economists interested in applied welfare analysis. It is a good reference book for economists studying the effects of public policy. Finally, it should be a useful textbook for students studying economic policy and applied welfare economics. Jean-Paul Chavas, American Journal of Agricultural Economics . . . a very comprehensive overview of the state of the art in welfare economics. It can be used as a teaching book for advanced students as well as a reference volume for researchers. This duality of possible uses is supported by the fact that very complex issues are presented in an easily readable manner. More technical aspects are then outlined in the appendices of the relevant chapters, offering colleagues the option to study formal considerations in more detail. . . a welcome addition to and expression of the knowledge base of agricultural economics. Stefan Mann, Journal of Agricultural Economics I am absolutely delighted that the authors have revised and republished this text. I have used the previous version for years in my graduate environmental economics course; usually I had to share the one copy I have with students and I felt it was a shame that these students did not have the opportunity to purchase the book since every serious environmental economist should have this volume on their shelf. It has been a continuous reference volume for me over the years and I am sure this is true of many others in the discipline. In the field of applied welfare analysis (spanning environmental economics, international trade, agricultural policy, etc.) there is no need for further elaboration when Just, Hueth and Schmitz is referenced. Everyone knows the book that is being referred to: the bible of applied welfare economics. Catherine Kling, Iowa State University, US For the record, I am one of the people who requested that the authors revise and re-issue their textbook. It is an extremely valuable book for applied economists; as with the previous edition, I will use it extensively in two of my courses and consult it frequently in my own research endeavors. Richard Adams, Oregon State University, US The original book is very well known in our profession and is still used in many classes. It will be wonderful to have a revised edition of this classic book. Colin Carter, University of California, Davis, US This outstanding text, a follow-up to the authors award-winning 1982 text, provides a thorough treatment of economic welfare theory and develops a complete theoretical and empirical framework for applied project and policy evaluation. The authors illustrate how this theory can be used to develop policy analysis from both theory and estimation in a variety of areas including: international trade, the economics of technological change, agricultural economics, the economics of information, environmental economics, and the economics of extractive and renewable natural resources. Building on willingness-to-pay (WTP) measures as the foundation for applied welfare economics, the authors develop measures for firms and households where households are viewed as both consumers and owner/sellers of resources. Possibilities are presented for (1) approximating WTP with consumer surplus, (2) measuring WTP exactly subject to errors in existing econometric work, and (3) using duality theory to specify econometric equations consistent with theory. Later chapters cover specific areas of welfare measurement under imperfect competition, uncertainty, incomplete information, externalities, and dynamic considerations. Applications are considered explicitly for policy issues related to information, international trade, the environment, agriculture, and other natural resource issues. The Welfare Economics of Public Policy is ideal for graduate and undergraduate courses in applied welfare economics, public policy, agricultural policy, and environmental economi

Services for Aging Persons in China by Xiaoping Shen,Shangyi Zhou,Xiulan Zhang Pdf

This volume draws upon one of the first comprehensive studies on the regional variations of services for aging persons in China to provide an empirical and theoretical understanding of the impact of China's rapidly growing aging population on the country's socioeconomic, cultural, and political systems. In three parts, the manuscript combines case-oriented comparative methods with variable-oriented statistical and GIS analyses to examine the spatial patterns and relationships between supply and demand of affordable and accessible services for aging persons in China. Part one gives a historical review of population aging in China, including the development of services for aging persons and government policies and programs geared towards elders. Part two provides an analysis of spatial variations of supply and demand for services including food, housing, health, and community services for aging persons. Part three uses case studies to analyse the regional and local dimensions of elderly services. Suggestions are made for future planning, development, and policies. This book will appeal to policy makers, city planners, service providing businesses, and advanced undergraduate and graduate students studying economic geography, planning, and regional development.

Industry, the State, and Public Policy in Mexico by Dale Story Pdf

The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.
