This book investigates the political conditions and policies most likely to bring about progress toward inclusive development, drawing on in-depth analyses of four cases studies with distinct development trajectories (Mexico, Indonesia, Chile and South Korea). While exclusion and differential inclusion have long been features of development in the Global South, economic globalization has introduced new forms with which Global South countries must grapple. The book highlights the main policy drawbacks of most official approaches: neglect of the need to enhance the role and capacity of states, the focus on certain types of poverty alleviation strategies, and the tendency to disregard the need for productive employment generating activities and rural development. Neglect of issues of power and politics, however, is the most glaring inadequacy. Teichman argues that making progress toward inclusive development is primarily a political struggle. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. A contemporary critique of the global political economy must not be caught in a liberal perspective on the origins of economic development. Liberal theorists, amongst others, have perceived rapid economic development to be contingent on the support by the legal-institutional structure which characterises capitalist societies in the Global North. The central pillars of this structure are legally protected private property rights, the rule of law and a state monopoly on violence. Liberal strands of development theory have attributed the failure of many societies in the Global South to catch up with Northern levels of welfare to the absence or insufficiency of these institutions. In the most recent decades this perspective has been promulgated most prominently by the New Institutional Economics (NIE). Its analysis, which found its way into policy under the catchword of good governance, claims that the takeoff of capitalism in the Global South is impeded by high levels of corruption, legal insecurity and the capture of state institutions by vested interests. Scholars who stand in the tradition of Marxism and Keynesianism have been disputing this causality for its supposed disregard of the socio-historical conditions which evoked the entrenchment of capitalist interests in societies of the Global North. Marx had highlighted that the transition to capitalism – and indeed all forms of economic growth, redistribute economic surplus unequally between different social forces. He therefore claimed that the entrenchment of capitalist modes of production was an outcome of social power struggles, in which the dominant group enforced its interests on less powerful groups. Institutions functioned to consolidate, materialise and perpetuate this relation of power. Abandoning the teleology of Marx, some post-Marxist scholars have adapted this perspective on institutions; they claim that institutions are an outcome of power struggles and thus reflect historical distributions of power rather than to be a means to transform the distribution of power in itself.
