Cohort-Specific Measures of Lifetime Social Security Taxes and Benefits by Dean R. Leimer Pdf
This paper develops estimates of lifetime money's worth and redistributional outcomes under the Old Age and Survivors Insurance (OASI) program for all past, present, and future birth cohorts affected by the program through the cohort born in 2100. The estimates presented in this study incorporate a comprehensive accounting of all OASI taxes and benefits and blend historical administrative data with tax and benefit projections. Projected taxes and benefits are consistent with the detailed intermediate economic and demographic assumptions underlying the 2002 Trustees Report and extended beyond the Trustees Report projection period using an approach consistent with the Trustees Report assumptions. The qualitative conclusions reached in this analysis should be unaffected by the relatively minor changes in key economic and demographic assumptions that characterize subsequent Trustees Reports.

Pathways to Fiscal Reform in the United States by John W. Diamond,George R. Zodrow Pdf
Experts discuss fiscal reforms intended to address the U.S. debt problem, examining entitlements, federal budgetary processes, and individual and corporate income taxes. The United States and other advanced economies in the Eurozone and elsewhere face severe fiscal problems. The United States is on an unsustainable dynamic path; absent corrective fiscal policies, federal deficits and debts relative to gross domestic product will continue to increase dramatically. In this book, experts consider possible fiscal reforms aimed at addressing the debt problem, focusing on entitlement programs, budgetary issues and processes, and individual and corporate income tax reform. The contributors address such topics as the interaction of rising health care costs and the level of federal expenditures; alternative methods for evaluating the fiscal health and sustainability of Social Security; the effectiveness of budgetary constraints imposed on the states, including balanced budget amendments and debt ceilings; approaches to curtailing individual tax expenditures and methods for increasing the progressivity of the tax system; and the effects of traditional base-broadening, rate-reducing corporate income tax reforms. The Growing Gap in Life Expectancy by Income by National Academies of Sciences, Engineering, and Medicine,Division on Engineering and Physical Sciences,Board on Mathematical Sciences and Their Applications,Division of Behavioral and Social Sciences and Education,Committee on Population,Committee on the Long-Run Macroeconomic Effects of the Aging U.S. Population--Phase II Pdf
The U.S. population is aging. Social Security projections suggest that between 2013 and 2050, the population aged 65 and over will almost double, from 45 million to 86 million. One key driver of population aging is ongoing increases in life expectancy. Average U.S. life expectancy was 67 years for males and 73 years for females five decades ago; the averages are now 76 and 81, respectively. It has long been the case that better-educated, higher-income people enjoy longer life expectancies than less-educated, lower-income people. The causes include early life conditions, behavioral factors (such as nutrition, exercise, and smoking behaviors), stress, and access to health care services, all of which can vary across education and income. Our major entitlement programs - Medicare, Medicaid, Social Security, and Supplemental Security Income - have come to deliver disproportionately larger lifetime benefits to higher-income people because, on average, they are increasingly collecting those benefits over more years than others. This report studies the impact the growing gap in life expectancy has on the present value of lifetime benefits that people with higher or lower earnings will receive from major entitlement programs. The analysis presented in The Growing Gap in Life Expectancy by Income goes beyond an examination of the existing literature by providing the first comprehensive estimates of how lifetime benefits are affected by the changing distribution of life expectancy. The report also explores, from a lifetime benefit perspective, how the growing gap in longevity affects traditional policy analyses of reforms to the nation's leading entitlement programs. This in-depth analysis of the economic impacts of the longevity gap will inform debate and assist decision makers, economists, and researchers.

Social Security and Its Discontents by Michael D. Tanner Pdf
Social Security is the largest government program in the world. But it is also a deeply troubled one, on the verge of financial collapse. Within 15 years Social Security will begin running a deficit. Overall, the program is more than $26 trillion in debt. Without fundamental reform it will not be able to pay the benefits it has promised to our children and grandchildren. That has prompted the most far-reaching discussion of the purpose and structure of Social Security since the program was enacted in 1935. Not so very long ago, Social Security was rightly regarded as the “third rail” of American politics—touch it and your career dies. But no longer. Polls today show that the vast majority of Americans support proposals that would allow younger workers to privately invest at least part of their Social Security taxes through individual accounts. For more than 25 years the Cato Institute has led the debate for Social Security reform, arguing that the program is fundamentally flawed and calling for greater freedom and choice for working Americans. Social Security and Its Discontents represents the best of Cato’s publications on the issue. It includes essays by the nation’s top economists and Social Security experts, discussing Social Security’s finances; the urgent need for reform; how the program treats women, minorities, and low-income workers; and the options for reform. Edited by Michael D. Tanner, this collection is essential reading for anyone who cares about what kind of country we will leave to our children and grandchildren.
