“Sprawl” is one of the ugliest words in the American political lexicon. Virtually no one wants America’s rural landscapes, farmland, and natural areas to be lost to bland, placeless malls, freeways, and subdivisions. Yet few of America’s fast-growing rural areas have effective rules to limit or contain sprawl. Oregon is one of the nation’s most celebrated exceptions. In the early 1970s Oregon established the nation’s first and only comprehensive statewide system of land-use planning and largely succeeded in confining residential and commercial growth to urban areas while preserving the state’s rural farmland, forests, and natural areas. Despite repeated political attacks, the state’s planning system remained essentially politically unscathed for three decades. In the early- and mid-2000s, however, the Oregon public appeared disenchanted, voting repeatedly in favor of statewide ballot initiatives that undermined the ability of the state to regulate growth. One of America’s most celebrated “success stories” in the war against sprawl appeared to crumble, inspiring property rights activists in numerous other western states to launch copycat ballot initiatives against land-use regulation. This is the first book to tell the story of Oregon’s unique land-use planning system from its rise in the early 1970s to its near-death experience in the first decade of the 2000s. Collaborative planning is widely used in British Columbia, Canada as a decision-making tool for land use management. This study uses a research design synthesized from the relevant literature to evaluate the Morice Land and Resources Management Planning process, which began in 2002. After 18 months of negotiation between local stakeholders, the Morice table produced a consensus agreement for land use in the region. Unlike other processes in BC, a two-tiered negotiation model was used to engage First Nations on a government-to-government basis. This study demonstrates a need to revisit the two-tier process design in a way that continues to respect First Nations' constitutional rights while also satisfying non-aboriginal stakeholders. Despite room for improvement, the Morice process was an overall success and generated important environmental and socio-economic benefits for stakeholders. This case study joins a growing body of research supporting collaborative planning as an effective land use management practice.

Collaborative planning is a widely used decision making tool for land use management in British Columbia, Canada. This study evaluates the planning process of one of the Land and Resource Management Plans developed in British Columbia based on collaborative planning principles. Unlike other collaborative planning processes in BC, a two-tiered model was implemented where First Nations only participated in the second tier of government-to-government negotiations. Results of this study are compared to other LRMP case study evaluations conducted at REM that also utilized a two-tier model, and also LRMP evaluations where a one-tiered model was used. The Sea-to-Sky LRMP process resulted in a consensus agreement but the level of support for the process and final agreement differed between actors from the two-tiers of the process. Recommendations are made for improving the use of future two-tiered collaborative planning processes in BC.

Understanding the socio-economic conditions, the drivers for land use change and economic development, along with cultural and social characteristics, is essential to ensure that land use decisions are made that ensure positive economic and social outcomes are optimised. The CoLUPSIA socio-economic team researched the conditions facing communities and individual households across five pilot areas, each area representing different socio-economic and environmental/ bio-physical conditions. Household, village, key interview surveys and focus group discussions, were completed for 566 households, 19 villages, equivalent to approximately 7.6% of the total number of households and 20% of villages on Seram Island, Central Maluku. The results highlight the challenges that face the communities and how these vary across the pilot sites. For example in Pilot 1 on the north coast of Seram communities have growing populations, a lack of agricultural land with limited options to expand as they border the national park and in Pilot 2 alternative land uses for commodities and oil are posing challenges to the traditional way of life. On the south of the island in Pilots 3 and 4, the challenges of managing population and urban growth with access to land suitable for agricultural production, while maintaining use and access to natural forest (in part the national park) are increasing. The results of the socio-economic survey aim to provide a baseline that provides an understanding of the relationship between the communities on Seram and the natural resources use and non-use, coupled with the needs for economic development. The resulting challenges and opportunities are identified and can be used in the development of land use planning processes and where possibly in the development of Payment for Ecosystem Service (PES) schemes.
