The National Safety Transportation Board conducted an examination of U.S. civil aviation accidents involving commercial passenger and cargo carriers from 2000 through 2009, and this study shows that there is a drop in the accident rate when measured by the departures and numbers of flight hours. That's the good news for the American traveling public. And this is a credit to all the hard work put in by the FAA, airlines, airline manufacturers, and other stakeholders. Nevertheless, we cannot rest. We must maintain constant vigilance and make sure that ongoing system improvements are made, and we need to know all of the potential mishaps that could happen.

The FAA uses the Air Transport. Oversight System (ATOS) to oversee 7 legacyÓ airlines & 9 other airlines. This report refers to airlines that are not in ATOS as non-legacy airlines. Two other processes are used to oversee 99 non-legacy passenger airlines (NLPA), which represent a fast-growing segment of the commercial aviation passenger industry & carried 200 million passengers. in 2004. These establish a set of inspection activities for NLPA, & use principles of system safety to identify additional risk-based inspections for those airlines. This report assesses the processes used by FAA to ensure the safety of NLPA. Reviewed the strengths of FAA's inspection oversight for NLPA & the issues that hinder its effectiveness. Critical Lapses in Federal Aviation Administration¿s Safety Oversight of Airlines: Abuses of Regulatory ¿Partnership¿ Programs¿ by James Oberstar Pdf

Hearing to review the results of an oversight investigation. Two FAA Aviation Safety Inspectors have provided evidence raising serious questions of conduct violating the Fed. Aviation Reg¿s. (FARs) in the inspection and maint. program of Southwest Airlines (SWA). FAA employees have engaged in conduct, ¿which constitutes a violation of Fed. law, rule or reg¿n., gross mismgt., an abuse of authority and a substantial damage to public safety.¿ The Maint. Inspector for SWA knowingly allowed the airline to operate in March 2007 (and possibly beyond), and well after the inspection deadlines on a mandatory FAA Airworthiness Directive. There may be a pattern of regulatory abuse and that these regulatory lapses may be more widespread. Illustrations.

Aviation Safety by Gerald L. Dillingham Pdf

To improve aviation safety, the Federal Aviation Administration (FAA) plans to have in place the initial capabilities of a risk-based approach to safety oversight, known as a safety management system (SMS), by the end of fiscal year 2010. FAA is also implementing new procedures and technologies to enhance the safety, capacity, and efficiency of the national airspace system. Data are central to SMS and FAA's ability to test the impact of these changes on safety. This report addresses FAA's: (1) current and planned use of data to oversee aviation safety; (2) access to data for monitoring aviation safety and the safety performance of various industry sectors; and (3) efforts to help ensure data quality. Aviation safety. Regulatory framework, technology, contingency plan by Alfhonce Michael Pdf

Academic Paper from the year 2015 in the subject Engineering - Aerospace Technology, grade: 77.7, Kenyatta University, language: English, abstract: Air transport has grown tremendously over the last centuary. The launch of the Jumbo jet was the game changer in commercial air transport. The industry has expanded greatly since then and today it is a multi-billion industry employing thousands of people and providing transport services to millions yearly. Despite the growth, Air transport has been faced with increasing security and safety concerns. This is evident in the large number of air crashes recorded every year as well as the bombing of commercial airliners.Inorder to ensure safe air travel, numerous organizations and institutions have come on board to develop rules, regulations and standards on safety. Regulatory framework and safety requirements have been built up over the years and are continuously been enhanced to address emerging issues as pertains air security and safety. These organizations include International Civil Aviation Organization (ICAO), European Aviation Safety Authority (EASA), National Transport and Safety Board (NTSB).Civil Aviation Authority (CAA) and Federal Aviation Administration (FAA). Safety is key in Avaition. The industry is built on safety. There are there layers in safety regulation in Aviation. They are International, Regional and National regulatory arrangements. International regulatory requirements are addressed by ICAO.The ICAO is an agency of the United Nations and was established in 1944 through a convention on International Civil Aviation (Lavenex 2008, 938). The organization develops standards that cover all aspects of aviation including safety. Through its Standards and Recommended Practices (SARPS), it provides the foundation of all safety regulations at a global scale. It oversees the development of safety regulatory framework by Member states through Universal Safety Oversight Audit Programme (USOAP). In recent years, ICAO requirements have been extended to require the implementation of a formal safety management by aviation service provider organizations as well as aircraft operators (Mclay 2008). Regional regulatory arrangements is a layer that cedes National Regulatory functions to supra-national agencies.

The deregulation of the commercial airline industry has stimulated the formation of a number of new airlines. This report addresses (1) the safety performance of new airlines (less than 5 years old) compared with that of established airlines (more than 5 years old) in terms of accidents, incidents, and FAA-initiated enforcement actions; and (2) the frequency with which FAA inspects new airlines compared with its inspections of established airlines. Assesses the status of FAA's efforts to correct problems that limit the effectiveness of its safety inspection program. Discusses publishing airline-specific safety data for use by the traveling public. Charts and tables.
