By tracing how this division of the coffee dollar has changed over time, Grounds for Agreement demonstrates that the politically regulated world market that prevailed from the 1960s through the 1980s was more fair for coffee growers than is the current, globalized market controlled by the corporations. Talbot explains why fair trade and organic coffees, by themselves, are not adequate to ensure fairness for all coffee growers and he argues that a return to a politically regulated market is the best way to solve the current crisis among coffee growers and producers.

I show that CFMs clearly reflect a number of neoclassical aspects, but its asocial assumptions mean that the theory fails to explain how these came to be realized. Performativity theory, despite itself neglecting the ‘political’ factors of agency, power and distribution to a certain extent, proves to be a suitable alternative explanatory approach. Its idea of economic theory as a ‘blueprint’ can be recognized in conscious steps during the formation of CFMs, which increased the fit of these markets to the neoclassical ideal. Agency and power played a substantial role in shaping performative processes, which led to an approximation of market equilibrium and corresponding positive distributional effects. These outcomes proved to be instable, however, as the entry of big investors in the wake of the current ‘financialization’ of CFMs had disequilibrating consequences. The resulting instances of counterperformativity shifted the markets away from neoclassical theory and led to adverse distributional impacts.

When a state's firms have the ability to set prices in a key commodity market like oil or natural gas, state leaders can benefit from increased revenue, stability, and political leverage. Given these potential benefits, states may be motivated to expand their territorial reach in order to gain or maintain such market power. This market power motivation can sometimes lead to war. However, when states are economically interdependent, they may be constrained from using force to achieve their market power goals. This can open up an opportunity for institutional settlements. However, in some cases, institutional rules and procedures can preclude states from reaching a settlement in line with their market power ambitions. When this happens, states may opt for strategic delay and try to gradually accumulate market power over time through salami tactics. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. He combines analysis of China-led structural change with fine-grained detail on how the boom played out across fifteen different resource-rich countries. Jepson identifies five types of response to boom conditions among resource exporters, each one corresponding to a particular pattern of domestic social and political dynamics. Three of these represent fundamental breaks with dominant liberal orthodoxy—and would have been infeasible without spiraling Chinese demand.
