This volume focuses on a case where community organizing, academic research and governmental responsibility were successfully mobilized and synchronized to bring about change in educational policy and practice. The focus of this book is the methodology implemented and the results obtained over the course of a year-long action research project on language and education in St. Eustatius, one of the islands of the Dutch Caribbean, commissioned by the educational authorities in both St. Eustatius and the European Netherlands. On the island, the language of instruction is Dutch, however, outside of the classroom most students only speak English and an English-lexifier Creole. The research project was set up to address the negative impact on school success of this disparity. It included a community-based sociolinguistic study that actively involved all of the stakeholders in the education system on the island. This was complemented by a multi-pronged set of research strategies, including a language attitude and use survey, a narrative proficiency test, in depth interviews, and a review of the relevant literature. The resulting report and recommendations were accepted by the government, which is now in the process of changing the language of instruction.

National language planning involves four interdependent processes that ideally constitute a cycle: fact-finding, policy formation, implementation, and evaluation. Each of these processes is more difficult in the relatively young but highly pluralistic nations of Africa. A community-based model of language planning offers ways to alleviate or rectify some of those problems by the use of a decentralized and more participatory approach to the language planning process. Whereas African governments feel compelled to assume most of the responsibility for all stages of language planning, more local-level input and activity could provide greater benefits at reduced cost. The community-based language planning model (CBLP) includes establishment of a community language center at the geographic or demographic center of the language community, which would be requested by the community and staffed by trained local native-speakers. The community would be responsible for the material needs of personnel and operations and for public relations. Certain language tasks, such as instructional programs and literacy projects, would have to be accomplished within a predetermined governmental time-frame. CBLP claims to offer a more direct route to successful planning and implementation by making language managers aware of public needs and usage, by making users aware of language planning agencies' products and services, and by creating a demand for those services. In the third part some practical issues are raised by looking into the role of language and culture in teaching reading, foreign language policy in higher education, Hawaiian language regenisis, and gender neutralization in American English. The book is a tribute to Charlene Junko Sato, a sociolinguist and a language activist. She died in 1996 and will be remembered for her work not only in linguistics, but also for her dedication in advancing Hawaiian Pidgin, influencing language policy through various publications and court-room appearances.
