In the late Victorian era, smoking was a male habit and tobacco was consumed mostly in pipes and cigars. By the mid-twentieth century, advertising and movies had not only made it acceptable for women to smoke but smoking had become a potent symbol of their emancipation. From mass cigarette production in 1888 to the first studies linking cigarettes to lung cancer in 1950, The Freedom to Smoke explores gender and other key issues related to smoking in Montreal, including the arrival of "big tobacco," first attempts to ban the cigarette, wartime tobacco funds, French Canadian smoking habits, rituals of manliness, and the growing respectability of women smokers - none of which have been examined by historians. Jarrett Rudy argues that while people smoked for highly personal reasons, their smoking rituals were embedded in social relations and shaped by dominant norms of taste and etiquette. Contemporaries came to believe that the best answer to common questions arose from deliberation among private individuals. Older conceptions of government, sociability and the relationship between knowledge and power were jettisoned for a new image of Upper Canada as a deliberative democracy. The Capacity to Judge asks what made widespread public debate about common issues possible; why it came to be seen as desirable, even essential; and how it was integrated into Upper Canada's constitutional and social self-image. Drawing on an international body of literature indebted to Jürgen Habermas and based on extensive research in period newspapers, Jeffrey L. McNairn argues that voluntary associations and the press created a reading public capable of reasoning on matters of state, and that the dynamics of political conflict invested that public with final authority. He traces how contemporaries grappled with the consequences as they scrutinized parliamentary, republican and radical options for institutionalizing public opinion. Canada is regularly presented as a country where liberalism has ensured freedom and equality for all. Yet as Canada expanded westward and colonized First Nations territories, liberalism did not operate to advance freedom or equality for Indigenous people or protect their property. In reality it had a markedly debilitating effect on virtually every aspect of their lives. This book explores the operation of exclusionary liberalism between 1877 and 1927 in southern Alberta and the southern interior of British Columbia. In order to facilitate and justify liberal colonial expansion, Canada relied extensively on surveillance, which operated to exclude and reform Indigenous people. By persisting in Anglo-Canadian liberal capitalist values, structures, and interests as normal, natural, and beyond reproach, it worked to exclude or restructure the economic, political, social, and spiritual tenets of Indigenous cultures. Further surveillance identified which previously reserved lands, established on fragments of First Nations territory, could be further reduced by a variety of dubious means. While none of this preceded unchallenged, surveillance served as well to mitigate against, even if it could never completely neutralize, opposition.
