East Asia, until recently the scene of widespread blood-letting, has achieved relative peace. A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.

This book takes up one of the key theoretical challenges in the English School’s conceptual framework, namely the nature of the institutions of international society. It theorizes their nature through an analysis of the relationship of primary and secondary levels of institutional formation, so far largely ignored in English School theorizing, and provides case studies to illuminate the theory. Hitherto, the School has largely failed to study secondary institutions such as international organizations and regimes as autonomous objects of analysis, seeing them as mere materializations of primary institutions. Building on legal and constructivist arguments about the constitutive character of institutions, it demonstrates how primary institutions frame secondary organizations and regimes, but also how secondary institutions construct agencies with capacities that impinge upon and can change primary institutions. Bitterly contested memories of war, colonisation, and empire among Japan, China, and Korea have increasingly threatened regional order and security over the past three decades. In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. The frameworks adopted here consciously blend historical contextualisation, enduring concerns with wealth, power and interest, and the complex relationship between Northeast Asian states' evolving encounters with each other and with global international society.
