The Rule of Culture by Hong Hai Pdf

Culture has an abiding influence on the way countries and business corporations are governed. This book introduces the reader to the deep philosophies that drive corporations and governments in East Asia, from China through Japan and South Korea to Singapore. With sparkling clarity and spiced with anecdotes and case studies, it depicts how respect for cultures can lead to spectacular success, or the lack of it to failure. Confucian practices such as guanxi in Chinese society, the benevolent culture of entity firms in Japan, and patriarchal chaebols in South Korea are analyzed with examples like Esquel, Nissan, and Samsung. A delightful chapter on Daoism shows how it drives Jack Ma’s Alibaba.com. In the governance of nations, the author reinforces Burke’s dictum that systems of government must be consonant with traditional cultures, and he calls out misguided attempts by the West to foist liberal democracies on civilizations in the East where respect for authority and communitarian values come before individual interest. The author advances the novel concept of the meritocratic democracy in which leaders are chosen not by electoral popularity but by proven ability. In a thought-provoking concluding chapter, he evaluates prospective constitutional changes in China that would enshrine meritocratic democracy as an alternative to liberal democracies that have turned dysfunctional in many Western nations.

Governance, Regulation, and Privatization in the Asia-Pacific Region by Takatoshi Ito,Anne O. Krueger Pdf

Over the last twenty-five years, there has been an acceleration in the move from government regulation towards privatization. Governance, Regulation, and Privatization in the Asia-Pacific Region is the first thoroughgoing account of the relative success of the different approaches to privatization as undertaken in Korea, China, Australia, and Japan. In most contexts, privatization is expected to yield greater efficiency and cost effectiveness while avoiding the corruption and bloated budgets of government regulation or monopoly control. But broad-scale privatization, if ill designed, has also yielded its share of difficulties in East Asia. Privatization sometimes has created a vacuum in corporate governance for some of the region's most important industries and in some cases merely reinstated the monopoly-like configurations. The papers presented in this book discuss the experiences of privatization in several industries, including railroad and telecom, corporate governance problems, accounting issues, and challenges for the future in East Asian countries. The first section is theoretical in nature and proposes boundaries among government protection, market freedom, and shareholder expectations. The second part is constituted by country case studies, beginning with an analysis of both the Korean financial crisis that followed its 1997 law to privatize large, public sector corporations and the new ways Korean corporations finance themselves. Following is an evaluation of China's approach to privatization, with an in-depth look at the financial transitions of companies slated for initial public offering. Providing provocative examples of the methods of privatization in the Asia-Pacific region specifically, these papers will be of huge import to any economist or policymaker interested in transposing those successes for their own region.

Changing Governance and Public Policy in East Asia by Ka Ho Mok,Ray Forrest Pdf

The search for good governance has become an increasingly important element of public policy and public management and is high on the political agenda of East Asian countries. The need for robust governance structures and institutions was brought into sharp focus by the Asian Financial Crisis which adversely affected most East Asian societies. Since then they have begun to look for ways to restructure their public administration and political systems in order to develop new mechanisms and structures to promote good governance. This book focuses on how selected Asian states have responded to the growing impact of "liberalizing and marketizing trends" in public policy formulation and public management. To what extent is the "state-guided" regime in Asia still relevant to governing public policy / public management? What are the policy implications for a growing number of Asian states which are pursuing more pro-competition policy instruments? The book is a timely and important collection that offers critical analysis of the search for new governance in Asia and compares and contrasts experiences in selected Asian societies such as China, Japan, Hong Kong, Taiwan, South Korea, Singapore, and other parts of South East Asia. Chapters are written by leading scholars in the fields of comparative development, policy and governance studies from Hong Kong, Macau, Taiwan, China, Singapore, Japan and the United Kingdom.

Issues in Governance, Growth and Globalization in Asia by Tony Cavoli,Siona Listokin,Ramkishen S Rajan Pdf

This volume is a compilation of important papers relating to the financial, governance and political economy structures of the region, using a variety of methods and topics. Following the Asian crisis and subsequent global financial upheavals, policymakers and academics issued cries for institutional reform at the state and firm level; in many cases, reform was actually implemented rather than simply rhetorical. This volume begins by addressing issues relating to corporate governance within firms located in East Asia and as entities participating in corporate ownership elsewhere. Next, the key issues of globalization are directly addressed, including foreign direct investment into the region, integration among Southeast Asian countries and with the rest of Asia, and multinational enterprise investment strategies in Asia following initial entry decisions. Finally, the macroeconomic policies of state actors, and the effects of economic growth are examined. Corruption and governance in Asia by J. Kidd,F. Richter Pdf

This book delves into the nature of governance in Asia both at government and corporate level. It reviews the history and suggests potential solutions for years of underperformance due to the corrupt practices that have developed because of a poor understanding of corporate governance. The authors are experts in practices in Asia and their views are expressed in a sympathetic manner, at no time insisting that a western model of governance is correct. Instead the authors advise local models appropriate to the state of development and suggest that individual countries institute behavioural models that will mature as nations quickly develop in an increasingly global world.
