Nominations of candidates for the council shall be by petition, signed by electors (who have signed no other petition to nominate a candidate for the council at the same election) to the number. Of three per cent of the number of electors who voted at the last preceding regular municipal election; to the number, in municipalities of more than ten thousand but not more than twenty-five thousand inhabitants of two per cent of the number of electors who voted at the last preceding regular municipal election; and to the number. In municipalities of more than twenty-dve thousand inhabit ants, of one and a half per cent of the number of electors who voted at the last preceding regular municipal election; provided. However.
