Counterinsurgency in Pakistan by Seth G. Jones,C. Christine Fair Pdf

Pakistan has undertaken a number of operations against militant groups since 2001. There have been some successes, but such groups as al Qa'ida continue to present a significant threat to Pakistan, the United States, and other countries. Pakistan needs to establish a population-centric counterinsurgency that better protects the local population and addresses grievances. It also needs to abandon militancy as a tool of foreign and domestic policy.

Counterinsurgency and Counterterrorism by Thomas Galasz Nielsen,Mahroona Hussain Syed,David Vestenskov Pdf

This study has been undertaken as the first ever joint research publication between defence institutions in Denmark and Pakistan. Given the development in international security politics in the last few years, it is fair to argue that both Denmark and Pakistan are at a point where future security challenges require a development of policies and strategies. Though the roles of Denmark and Pakistan respectively are different in nature, a lot of commonalities in conceptual thoughts and actions were found between the two countries at all levels. The book at hand gathers a number of lessons identified from Afghanistan and Pakistan with the objective of promoting sustainable regional peace building and developing military and civilian cooperation strategies for counterinsurgency and counterterrorism.

War, Will, and Warlords by Robert M. Cassidy,Marine Corps University Press Pdf

"War, Will, and Warlords: Counterinsurgency in Afghanistan and Pakistan, 2001-2011 compares the reasons for and the responses to the insurgencies in Afghanistan and Pakistan since October 2001. The book also examines the lack of security and the support of insurgent groups in Afghanistan and Pakistan since the 1970s that explain the rise of the Pakistan-supported Taliban. It explores the border tribal areas between the two countries and how they influence regional stability and U.S. security. Pakistan and Afghanistan represent the epicenter in regional and global Islamist terrorism as conditions and machinations in these two countries led to the emergence of the first Taliban emirate with Pakistan's support. The Taliban harbored al-Qaeda before the 1998 twin embassy attacks in Africa and during the September 2001 attacks on the United States. Al-Qaeda and affiliated armed groups now benefit from sanctuary along the border in Pakistan. The border regions between Afghanistan and Pakistan are inexorably linked to the future stability of South Asia and to the security of the United States. This work explains the implications of what happened during this 10-year period to provide candid insights on the prospects and risks associated with bringing a durable stability to this area of the world."--Publisher's website.

Pakistan's Counterterrorism Challenge by Moeed Yusuf Pdf

Pakistan, which since 9/11 has come to be seen as one of the world’s most dangerous places and has been referred to as “the epicenter of international terrorism,” faces an acute counterterrorism (CT) challenge. The book focuses on violence being perpetrated against the Pakistani state by Islamist groups and how Pakistan can address these challenges, concentrating not only on military aspects but on the often-ignored political, legal, law enforcement, financial, and technological facets of the challenge. Edited by Moeed Yusuf of the US Institute of Peace, and featuring the contributions and insights of Pakistani policy practitioners and scholars as well as international specialists with deep expertise in the region, the volume explores the current debate surrounding Pakistan’s ability—and incentives—to crack down on Islamist terrorism and provides an in-depth examination of the multiple facets of this existential threat confronting the Pakistani state and people. The book pays special attention to the non-traditional functions of force that are central to Pakistan’s ability to subdue militancy but which have not received the deserved attention from the Pakistani state nor from western experts. In particular, this path-breaking volume, the first to explore these various facets holistically, focuses on the weakness of political institutions, the role of policing, criminal justice systems, choking financing for militancy, and regulating the use of media and technology by militants. Military force alone, also examined in this volume, will not solve Pakistan’s Islamist challenge. With original insights and attention to detail, the authors provide a roadmap for Western and Pakistani policymakers alike to address the weaknesses in Pakistan’s CT strategy.

Pakistan's War on Terrorism by Samir Puri Pdf

This book examines Pakistan's strategies in the war against Islamist armed groups that began late 2001, following the 9/11 attacks. The significance of the war inside Pakistan can hardly be understated. Starting in the tribal territories adjacent to Afghanistan, Pakistan’s war has come to engulf the majority of the country through a brutal campaign of suicide bombings. Thousands of Pakistani lives have been lost and the geostrategic balance of the region has been thrown into deep uncertainty. Pakistan's War on Terrorism is an account of a decade-long war following the 9/11 attacks, that is yet to be chronicled in systematic fashion as a campaign of military manoeuvre and terrorist reprisal. It is also an analytic account of Pakistan’s strategic calculus during this time, both in military and political terms, and how these factors have been filtered by Pakistan’s unique strategic culture. This text will be of great interest to students of Asian Politics, Terrorism and Political Violence, and Security Studies in general.

The Rise and Decline of the Insurgency in Pakistan’s FATA by Shahzad Akhtar Pdf

This book analyzes the emergence, rise, and decline of insurgency by the Pakistani Taliban in Pakistan’s North-Western region, also known as Federally Administered Tribal Areas (FATA). It provides a detailed account of the rise and decline of the FATA insurgency and also examines aftereffects of the insurgency. Offering an in-depth analysis of how insurgency in the FATA began in 2004 after Pakistan entered its military forces into the tribal areas, the author illustrates that the insurgency erupted when state repression on masses is combined with a disruption of the previous modus vivendi centered on co-optation of local elites. In the following years, the insurgency became so powerful that most of the FATA region fell under the control of the insurgents. The book further argues that a weak counterinsurgency strategy by the Pakistani government characterised by the overzealous use of force and a failure to win the support of local communities led the insurgency to become stronger and expand its control. Furthermore, the analysis reveals that a more robust counterinsurgency strategy, relying more on a determined and a judicious use of force and attempts to gain the trust and support of local communities, adopted in the later years led to the collapse of the insurgency. In short, this book offers an explanation of what makes an insurgency more likely to occur and how insurgency escalates and declines. In addition, this book sheds light on recent development in FATA including the merger of FATA with the mainstream Pakistan, the rise of the Pashtun Tahafuz Movement, a non-violent protest movement, and the resurgence of the Pakistani Taliban especially after the Afghan Taliban capture of Kabul in the wake of US withdrawal of forces in Afghanistan. This book is a timely addition to the literature on South Asian Politics and Security Studies.

Unconventional Warfare in South Asia by Scott Gates,Kaushik Roy Pdf

India is the world's tenth largest economy and possesses the world's fourth largest military. The subcontinent houses about one-fifth of the world's population and its inhabitants are divided into various tribes, clans and ethnic groups following four great religions: Buddhism, Christianity, Hinduism, and Islam. Framing the debate using case studies from across the region as well as China, Afghanistan and Burma and using a wealth of primary and secondary sources this incisive volume takes a closer look at the organization and doctrines of the 'shadow armies' and the government forces which fight the former. Arranged in a thematic manner, each chapter critically asks; Why stateless marginal groups rebel? How do states attempt to suppress them? What are the consequences in the aftermath of the conflict especially in relation to conflict resolution and peace building? Unconventional Warfare in South Asia is a welcomed addition to the growing field of interest on civil wars and insurgencies in South Asia. An indispensable read which will allow us to better understand whether South Asia is witnessing a 'New War' and whether the twenty-first century belongs to the insurgents.

Domestic Barriers to Dismantling the Militant Infrastructure in Pakistan by Stephen Tankel,United States Institute of Peace Pdf

Serious concerns exist in Pakistan about threats to the state from a subset of its Islamist militants, but the military's preoccupation with using jihadist proxies to achieve geopolitical aims remains. Although this is the greatest barrier to dismantling the militant infrastructure in Pakistan, it is not the only one. Numerous barriers reinforce the status quo when it comes to action against militancy and inform the segmented approach Pakistani elites -- both civilian and military -- take as they approach various militant groups.
