The recent heritage boom in China is transforming local social, economic, and cultural life and reshaping domestic and global notions of China's national identity. Based on long-term ethnographic fieldwork conducted largely by young anthropologists in China, Grassroots Values and Local Cultural Heritage in China departs from the dominant top-down UNESCO-influenced narrative of cultural heritage preservation and approaches the local not as a fixed definition of place but as a shifting site of negotiation between state, entrepreneurial, transcultural, and local community interests. The volume takes readers along an unusual trajectory between a disadvantaged neighborhood in central Beijing, metropolitan centers in Anhui and Sichuan, Quanzhou in the southeast, and Yunnan in the southwest before finally ending at the great Samye Monastery in Tibet. Across these sites, the contributors converge in apprehending the grassroots as an arena of everyday life and belonging underpinning ordinary social interactions and cultural practices as diverse as funeral rituals, Tibetan Buddhist pilgrimages, and encounters between young contemporary artists and the Bloomsbury Group. An examination of “cultural zoning” in China considers why government regulation of online video is so much more lenient than regulation of broadcast television. In Zoning China, Luzhou Li investigates why the Chinese government regulates online video relatively leniently while tightly controlling what appears on broadcast television. Li argues that television has largely been the province of the state, even as the market has dominated the development of online video. Thus online video became a space where people could question state media and the state's preferred ideological narratives about the nation, history, and society. Li connects this relatively unregulated arena to the “second channel” that opened up in the early days of economic reform—piracy in all its permutations. She compares the dual cultural sphere to China's economic zoning; the marketized domain of online video is the cultural equivalent of the Special Economic Zones, which were developed according to market principles in China's coastal cities. Li explains that although the relaxed oversight of online video may seem to represent a loosening of the party-state's grip on media, the practice of cultural zoning in fact demonstrates the the state's strategic control of the media environment. She describes how China's online video industry developed into an original, creative force of production and distribution that connected domestic private production companies, transnational corporations, and a vast network of creative labor from amateurs to professional content creators. Li notes that China has increased state management of the internet since 2014, signaling that online and offline censorship standards may be unified. Cultural zoning as a technique of cultural governance, however, will likely remain.

Using a unique interdisciplinary, cultural-institutional analysis, Politics of Control is the first comprehensive study of how, in the early decades of the People’s Republic of China, the Chinese Communist Party reshaped people’s minds using multiple methods of control. With newly available archival material, internal circulars, memoirs, interviews, and site visits, the book explores the fascinating world of mass media, book publishing, education, religion, parks, museums, and architecture during the formative years of the republic. When the Communists assumed power in 1949, they projected themselves as not only military victors but also as peace restorers and cultural protectors. Believing that they needed to manage culture in every arena, they created an interlocking system of agencies and regulations that was supervised at the center. Documents show, however, that there was internal conflict. Censors, introduced early at the Beijing Daily, operated under the “twofold leadership” of municipal-level editors but with final authorization from the Communist Party Propaganda Department. Politics of Control looks behind the office doors, where the ideological split between Party chairman Mao Zedong and head of state Liu Shaoqi made pragmatic editors bite their pencil erasers and hope for the best. Book publishing followed a similar multi-tier system, preventing undesirable texts from getting into the hands of the public. In addition to designing a plan to nurture a new generation of Chinese revolutionaries, the party-state developed community centers that served as cultural propaganda stations. New urban parks were used to stage political rallies for major campaigns and public trials where threatening sects could be attacked. A fascinating part of the story is the way in which architecture and museums were used to promote ethnic unity under the Chinese party-state umbrella. Besides revealing how interlocking systems resulted in a pervasive method of control, Politics of Control also examines how this system was influenced by the Soviet Union and how, nevertheless, Chinese nationalism always took precedence. Chang-tai Hung convincingly argues that the PRC’s formative period defined the nature of the Communist regime and its future development. The methods of cultural control have changed over time, but many continue to have relevance today.

This book investigates handwritten entertainment fiction (shouchaoben wenxue) which circulated clandestinely during the Chinese Cultural Revolution. Lena Henningsen’s analyses of exemplary stories and their variation across different manuscript copies brings to light the creativity of these readers-turned-copyists. Through copying, readers modified the stories and became secondary authors who reflected on the realities of the Cultural Revolution. Through an enquiry into actual reading practices as mapped in autobiographical accounts and into intertextual references within the stories, the book also positions manuscript fiction within the larger reading cosmos of the long 1970s. Henningsen analyzes the production, circulation and consumption of these texts, considering continuities across the alleged divide of the end of the Mao-era and the beginning of the reform period. The book further reveals how these texts achieved fruitful afterlives as re-published bestsellers or as adaptations into comic books or movies, continuing to shape the minds of their audience and the imaginations of the past.
