Corroded, deteriorated, misaligned, and distorted drainage pipes can cause a serious threat to a roadway. Normal practice is to remove and replace the damaged drainage structure. An alternative method of rehabilitating these structures is to slip line them with a polyethylene liner. Twelve drainage structures were slip lined with polyethylene liners during 1994 in Iowa. Two types of liners installed were "Culvert Renew" and "Snap-Tite". It was found that the liners could be easily installed by most highway, county, and city maintenance departments. The liners restore the flow and increase the service life of the original drainage structure. The liners were found to be cost competitive compared with the removal and replacement of the existing drainage structure. Slip lining has the largest economic benefit when the roadway is paved, the culvert is under a deep fill, or traffic volumes are high. The annular space between the original pipe and the liner was filled with flowable mortar. Care should be taken to properly brace and grout the annular space between the liner and the culvert to avoid deformation of the liner.

Research in the area of culvert hydraulics has centered on concrete box culverts and circular corrugated metal pipe culverts. The hydraulic analyses of these culvert types have been well defined for conventional installations, but not for environmentally sensitive and nontraditional culverts. It is desirable to design and construct some culvert crossings to minimize their impact on the natural environment. Culverts are now being designed to maintain natural velocities and minimize turbulence to allow migratory species to pass through the culvert barrel. Such designs may add baffles on the invert, bury the culvert invert, or use bottomless culverts to provide for a natural stream invert. Other designs use larger and wider culverts to reduce the amount of contraction and acceleration.

This synthesis study evaluated culvert rehabilitation (repair) methods involving trenchless technologies that may be appropriate for use in Utah. This report is not intended as a replacement for installation manuals provided by the manufacturers but rather provides a brief description of each method, installation procedures, and highlights the advantages and disadvantages of each. Segmental lining is cost effective in Utah and the most common method of culvert rehabilitation in most western state highway culverts. Cured-in-place pipe and fold-and-form methods are also common but the costs are higher than segmental lining. DOT maintenance personnel can often carry out segmental lining, while contractors with specialized skills and equipment are required for all other methods. This report also presents a survey of culvert relining project costs (western states) and a discussion on burial depth limitations and end treatments. The information provided was obtained through a literature review, surveys of various western State DOTs and interaction with the Utah Department of Transportation (UDOT).
