Cybersecurity in France by Philippe Baumard Pdf

This Brief presents the overarching framework in which each nation is developing its own cyber-security policy, and the unique position adopted by France. Modern informational crises have penetrated most societal arenas, from healthcare, politics, economics to the conduct of business and welfare. Witnessing a convergence between information warfare and the use of “fake news”, info-destabilization, cognitive warfare and cyberwar, this book brings a unique perspective on modern cyberwarfare campaigns, escalation and de-escalation of cyber-conflicts. As organizations are more and more dependent on information for the continuity and stability of their operations, they also become more vulnerable to cyber-destabilization, either genuine, or deliberate for the purpose of gaining geopolitical advantage, waging wars, conducting intellectual theft and a wide range of crimes. Subsequently, the regulation of cyberspace has grown into an international effort where public, private and sovereign interests often collide. By analyzing the particular case of France national strategy and capabilities, the authors investigate the difficulty of obtaining a global agreement on the regulation of cyber-warfare. A review of the motives for disagreement between parties suggests that the current regulation framework is not adapted to the current technological change in the cybersecurity domain. This book suggests a paradigm shift in handling and anchoring cyber-regulation into a new realm of behavioral and cognitive sciences, and their application to machine learning and cyber-defense.

Cyber Environment and International Politics by Hasret Çomak,Burak Şakir Şeker,Yaprak Civelek,Çağla Arslan Bozkuş Pdf

Actors in the cyber sphere include countries’ armed forces, intelligence organizations, legal authorities, and natural and legal persons. Cyber War is defined as the intrusion by one state to destroy or disrupt the computer systems or networks of another state. It is defined as “the sort of warfare in which computer systems are employed to damage or destroy adversary systems” in the United Nations Glossary, in the same way as information warfare. Cyber warfare moves at a breakneck speed. It’s a global phenomenon that occurs before the traditional battleground. In order to counter cyber crimes and related issues, more studies needed to improve our understanding, inform policies and develop and strengthen cooperation between individuals, institutions and countries. All states need to take constitutional, legal, technical and administrative measures on cybersecurity. For this purpose, “national virtual environment security policies” should be developed and constantly updated. National information security should be given utmost importance. A cyber security awareness culture should be established and supported by regional and global international institutions and organizations. A common understanding on cyber security needs to be adopted at all levels. CONTENTS PREFACE PART 1. India’s Cybersecurity Policy by Thangjam K. Singh Pdf

This book examines India’s public policies on cybersecurity and their evolution over the past few decades. It shows how threats and vulnerabilities in the domain have forced nation-states to introduce new policies to protect digital ecosystems. It charts the process of securitisation of cyberspace by the international system from the end of the 20th century to the present day. It also explores how the domain has become of strategic interest for many states and the international bodies which eventually developed norms and policies to secure the domain. Consequently, the book discusses the evolution of cybersecurity policy at global level by great powers, middle powers, and states of concern and compares them with the Indian context. It also highlights the requirement of introducing/improving new cybersecurity guidelines to efficiently deal with emerging technologies such as 5G, Artificial Intelligence (AI), Big Data (BD), Blockchain, Internet of Things (IoT), and cryptocurrency. The book will be of great interest to scholars and researchers of cybersecurity, public policy, politics, and South Asian studies.

Security and its Challenges in the 21st Century by Claudine Guerrier Pdf

By the year 2000, a balance was sought between security requirements and a respect for privacy, as well as for individual and collective freedoms. As we progress further into the 21st century, however, security is taking precedence within an increasingly controlled society. This shift is due to advances in innovative technologies and the investments made by commercial companies to drive constant technological progress. Despite the implementation of the General Data Protection Regulation (GDPR) within the EU in 2018 or 2020’s California Consumer Privacy Act (CCPA), regulatory bodies do not have the ability to fully manage the consequences presented by emerging technologies. Security and Its Challenges in the 21st Century provides students and researchers with an international legal and geopolitical analysis; it is also intended for those interested in societal development, artificial intelligence, smart cities and quantum cryptology.
