Private Contractors and the Reconstruction of Iraq by Christopher Kinsey Pdf

Private Contractors and the Reconstruction of Iraq examines the controversial role of military contractors in the reconstruction of Iraq. When 'Operation Iraqi Freedom' was launched in March 2003, few, if any, of the Coalition's political leaders could have envisaged that within a few months the number of private contractors engaged to keep the troops supplied would exceed their actual combat strength. This alternative 'army' was not only to become the largest assemblage of contractors in living memory to accompany a military force into a war zone, but was also responsible for a fundamental transformation of how military logistics were delivered. This book explains how and why the US and UK governments became so dependent upon military contractors during the war in Iraq. It also examines the ramifications this new dependency will have on future military operations, as the conflict in Iraq has shown that private contractors are now indispensable to the attainment of both the military and political objectives of war. Finally, the book discusses what advantages and disadvantages these companies have brought to the reconstruction of Iraq, and what lessons need to be learned from this experience. This book will be of great interest to students of military and strategic studies, Middle Eastern politics and international security, and as well as policymakers and military professionals. Christopher Kinsey is a lecturer in international security at King's College London, Defence Studies Department, at the Joint Services Command and Staff College, Shrivenham. His previous publications include Corporate Soldiers and International Security: The Rise of Private Military Companies (Routledge: 2006)

Department of Defense Contractors in Afghanistan and Iraq: Background and Analysis by Moshe Schwartz Pdf

The critical role contractors play in supporting military operations in Afghanistan and Iraq necessitates that the Department of Defense (DOD) effectively manage contractors during contingency operations. Lack of sufficient contract management can delay or even prevent troops from receiving needed support and can also result in wasteful spending. Some analysts believe that poor contract management has played a role in permitting abuses and crimes committed by certain contractors against local nationals, which may have undermined U.S. counterinsurgency efforts in Afghanistan and Iraq.

In 2008 Congress established the Commission on Wartime Contracting in Iraq and Afghanistan (CWC) in response to increasing indications of widespread waste, fraud, and abuse in gov¿t. contracting. This Interim Report describes the CWCs work to June 2009, which includes hundreds of meetings and briefings, analysis of existing reports and audits, hearings on Capitol Hill, and factfinding trips to the theaters of operation. Transforming Wartime Contracting by Commission on Wartime Contracting in Iraq and Afghanistan (U.S.) Pdf

Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

Shadow Force by David Isenberg Pdf

From their limited use in China during World War II, for example, to their often clandestine use in Vietnam ferrying supplies before the war escalated in 1964 and 1965 when their role became more prominent-and public-private military contractors (PMCs) have played made essential contributions to the success and failures of the military and United States. Today, with an emphasis on force restructuring mandated by the Pentagon, the role of PMCs, and their impact on policy-making decisions is at an all time peak. This work analyzes that impact, focusing specifically on PMCs in Iraq since the fall of Saddam Hussein in 2003. Isenberg dissects their responsibilities, the friction that exists between contractors and military commanders, problems of protocol and accountability, as well as the problems of regulation and control that PMC companies create for domestic politics. Isenberg organizes his work thematically, addressing all facets of PMCs in the current conflict from identifying who the most influential companies are and how they got to that point, to the issues that the government, military, and contractors themselves face when they take the field. He also analyzes the problem of command, control, and accountability. It is no secret that PMCs have been the source of consternation and grief to American military commanders in the field. As they work to establish more routine protocols in the field, however, questions are also being raised about the role of the contractors here at home. The domestic political arena is perhaps the most crucial battleground on which the contractors must have success. After all, they make their corporate living off of taxpayer dollars, and as such, calls for regulation have resonated throughout Washington, D.C., growing louder as the profile of PMCs increases during the current conflict.

Private Security Contractors in Iraq and Afghanistan by Jennifer K. Elsea Pdf

U.S. Government departments and agencies contributing to combat or stability operations overseas are relying on private firms to perform a wider scope of security services than was previously the case. The use of private security contractors (PSCs) to protect personnel and property in Iraq and Afghanistan has been a subject of debate in the press, in Congress, and in the international community. While PSCs are widely viewed as being vital to U.S. efforts in the region, many Members are concerned about transparency, accountability, and legal and symbolic issues raised by the use of armed civilians to perform security tasks formerly performed by military personnel, as well as the adverse impact PSCs may be having on U.S. counterinsurgency efforts. This report discusses the legal framework that applies to PSCs in Iraq and Afghanistan. After presenting a general description of the types of law applicable, including international humanitarian law and relevant status of forces agreements, the report addresses some implications of international law and a multilateral proposal for the adoption of international "best practices" regarding the use of PSCs. The report follows up with a discussion of jurisdiction over PSC personnel in U.S. courts, whether federal or military courts, identifying possible means of prosecuting contractor personnel who are accused of violating the law overseas in the context of U.S. military operations, including a listing of known cases that have occurred or are pending. Finally, the report briefly discusses the possible implication of the roles of private security contractors with respect to inherently governmental functions.

Defense Contract Management by John P. Hutton Pdf

The DoD¿s U.S. Army Corps of Engineers awarded the $2.5 billion Restore Iraqi Oil (RIO I) contract to Kellogg Brown & Root in March 2003 in an effort to re-establish Iraq¿s oil infrastructure, & to ensure adequate fuel supplies inside Iraq. RIO I was a cost-plus-award-fee type contract that provided for payment of the contractor¿s costs, a fixed fee determined at inception of the contract, & a potential award fee. The Defense Contract Audit Agency (DCAA) reviewed the 10 RIO I task orders & questioned $221 million in contractor costs. This report determines: how DoD addressed DCAA¿s RIO I audit findings & what factors contributed to DoD¿s decision; & the extent to which DoD paid award fees for RIO I & followed the planned process for making that decision.
