Is War Necessary for Economic Growth? by Vernon W. Ruttan Pdf

Military and defense-related procurement has been an important source of technology development across a broad spectrum of industries that account for an important share of United States industrial production. In this book, the author focuses on six general-purpose technologies: interchangeable parts and mass production; military and commercial aircraft; nuclear energy and electric power; computers and semiconductors; the INTERNET; and the space industries. In each of these industries, technology development would have occurred more slowly, and in some case much more slowly or not at all, in the absence of military and defense-related procurement. The book addresses three questions that have significant implications for the future growth of the United States economy. One is whether changes in the structure of the United States economy and of the defense-industrial base preclude military and defense-related procurement from playing the role in the development of advanced technology in the future, comparable to the role it has played in the past. A second question is whether public support for commercially oriented research and development will become an important source of new general-purpose technologies. A third and more disturbing question is whether a major war, or the threat of major war, will be necessary to mobilize the scientific, technical, and financial resources necessary to induce the development of new general-purpose technologies. When the history of United States technology development in the next half century is written, it will focus on incremental rather than revolutionary changes in both military and commercial technology. It will also be written within the context of slower productivity growth than of the relatively high rates that prevailed in the United States in the 1950s and 1960s or during the information technology bubble that began in the early 1990s. These will impose severe constraints on the capacity of the United States to sustain a global-class military posture and a position of leadership in the global economy.

Defence Procurement and Industry Policy by Stefan Markowski,Peter Hall,Robert Wylie Pdf

Arms purchases are among the most expensive, technologically challenging and politically controversial decisions made by modern-day governments. Superpower spending on weapons systems is widely analysed and discussed. But defence procurement in smaller industrial countries involves different issues which receive less attention. This volume presents a general framework for understanding smaller country defence procurement supported by country, industry and project studies. Part I provides a general framework for analysing smaller country defence procurement, focusing on the formation of national defence capabilities. The framework is then used to analyse issues around the development of procurement demand, the characteristics of defence industry supply, contracts and relationships between buyers and sellers, and government policy for defence procurement and industry development. Part II focuses on defence procurement in seven smaller industrial nations with widely varying historical and political settings (Australia, Canada, Israel, Singapore, Spain, Sweden and The Netherlands). Part III consists of two Australian case studies of the procurement issues raised in, respectively, the naval shipbuilding industry and in a major, complex defence project. The book addresses the needs of public and private sector managers, military planners, procurement specialists, industry policy-makers, and defence procurement and industry educators. It presents general principles in an accessible manner and points to real-world experience to illustrate the principles at work. Therefore it will be of interest to scholars and practitioners in defence economics, strategic procurement, public sector procurement, and defence industry policy.

The Economics of Offsets by Stephen Martin Pdf

Despite their growth, outlined and analysed in this book, the claims and counter-claims that surround offsets have not been subjected to critical scrutiny by economists. This book fills that gap. It brings together a team of internationally renowned specialists to document and evaluate the economic impact of several countries' offset policies. In addition, the papers by industrialists and defence officials yield further insights which help to tease out which of the claims made for offsets do not stand critical scrutiny.

Visible Costs and Invisible Benefits by Gunnar Eliasson Pdf

This book examines the historic role of professional and demanding military customers in industrial development. Particular emphasis is paid to public procurement of military equipment as a catalyst for innovation; and the civilian commercialization of military technologies (from gunpowder and cannons to submarines, missiles and aircraft) is documented by many case illustrations that show how macro-level productivity advance has been generated. A complementary volume to Advancing Public Procurement as Industrial Policy (2010), which focused on the spillover effects of the Swedish combat aircraft, Gripen, in this book Gunnar Eliasson widens the perspective to cover product development across the Swedish defense industry, with an emphasis on regional economic development and macro-economics, inter alia through the involvement of Saab (aircraft) and Kockums (submarines) in partnership ventures in Australia, Norway and Brazil. The volume is organized into four parts. Part one examines the historical transformation of the Swedish economy over the past three centuries from agriculture and raw materials to an advanced industrial economy. Part two presents detailed case studies to illustrate the spillover effects of procurement projects and military-industrial partnerships. Part three explains the spillover phenomenon theoretically within a dynamic micro- to macro-economic perspective. Particular emphasis is placed on the empirical credibility of model-based economy-wide and dynamic cost-benefit calculations. The book concludes with a section on fostering industrial development through public procurement. The result is a book that will appeal to economists in the industrial economics and management fields; to technical, marketing and purchasing executives in business; and to policy makers in public procurement concerned with innovation and long-run industrial development.

The Politics of Procurement by Aaron Plamondon Pdf

In 1993, Canada’s Liberal Party cancelled an order to replace the navy’s Sea King helicopter. It claimed that the Tory plan was too expensive, but the cancellation itself actually cost taxpayers hundreds of millions of dollars. Aaron Plamondon connects this incident to the larger evolution of defence procurement in Canada, revealing that partisan politics, rather than a desire to increase the military’s capabilities, have driven the military procurement process. This saga of the government playing havoc with weapons acquisition offers an explanation for, and clues for resolving, the under-equipped state of Canada’s military.
