It proposes a largely internally driven 'tipping-point' model of economic change, which is in sharp contrast to the 'punctuated equilibrium' model of sudden exogenous shocks that drive transformations. Indian economists have provided excellent arguments about the need for change and have described changes that have occurred. The best accounts of India's political economy explain why the institutions of government intervention within a closed economy were locked in a closed economy model. These accounts reveal why the dominant interest groups made political demands with substantial fiscal consequences. They do not engage with the issue of change. This book fills that gap by seriously engaging with India's economic history and the literature on institutional change. It is a contribution both to India's economic history and to systematic ways of thinking about economic change.

Japan and Italy encountered severe economic problems in the early 1990s, and the governments had to deal with those issues effectively under the increasing neoliberal pressures of globalisation. In this context, labour market deregulation was considered an effective tool to cope with those economic problems. However, the forms and degrees of labour market deregulation in the two countries were quite different. This book seeks to explain the differences in labour market deregulation policies between Japan and Italy, despite the fact that the two countries shared a number of similar political, social and labour market (if not cultural) characteristics. Uniquely, it takes a political, rather than economic or sociological perspective to provide a theoretical and empirical analysis of the processes of labour market deregulation in the two countries. The precarious working conditions of an increasing number of non-regular workers has become a prominent social issue in many industrialised countries including Japan and Italy, but the level of the protection for these workers depends on a country’s labour market policies, which are affected by the power resources of labour unions and labour policy-making structures. Government agencies assumed responsibility not only for airline safety but for setting fares and determining how individual markets would be served. Forty years later, the Airline Deregulation Act of 1978 set in motion the economic deregulation of the industry and opened it to market competition. This study by Steven Morrison and Clifford Winston analyzes the effects of deregulation on both travelers and the airline industry. The authors find that lower fares and better service have netted travelers some $6 billion in annual benefits, while airline earnings have increased by $2.5 billion a year. Morrison and Winston expect still greater benefits once the industry has had time to adjust its capital structure to the unregulated marketplace, and they recommend specific public polices to ensure healthy competition.

Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.
