Vietnamese food systems are undergoing rapid transformation, with important implications for human and environmental health and economic development. Poverty has decreased, and diet quality and undernutrition have improved significantly since the end of the Doi Moi reform period (1986-1993) as a result of Viet Nam opening its economy and increasing its regional and global trade. Yet poor diet quality is still contributing the triple burden of malnutrition, with 25 percent stunting among children under age 5, 26 percent and 29 percent of women and children, respectively, anemic, and 21 percent of adults overweight. Agricultural production systems have shifted from predominantly diverse smallholder systems to larger more commercialized and specialized systems, especially for crops, while the ‘meatification’ of the Vietnamese diet is generating serious trade-offs between improved nutrition and sustainability of the Vietnamese food systems. The food processing industry has developed rapidly, together with food imports, resulting in new and processed food products penetrating the food retail outlets, trending towards an increase in the Westernized consumption patterns that are shifting nutrition-related problems towards overweight and obesity and, with it, an increase of non-communicable disease-related health risks. While regulatory policies exist across the food system, these are not systematically implemented, making food safety a major concern for consumers and policy makers alike. Where data exists, it is not easy to aggregate with data from across food system dimensions, making it difficult for Viet Nam to make an informed analysis of current and potential food system trade-offs. In our research, we reviewed existing literature and data, and applied a food systems framework to develop an initial food systems profile for Viet Nam and to identify a comprehensive set a of research questions to fill current data gaps identified through the review. Insights on these would provide the comprehensive evidence needed to inform policy makers on how to develop new food systems policies for Viet Nam, and further refine and improve existing policies to achieve better quality diets and more sustainable food systems in Viet Nam. Based on these, we then engaged with stakeholders to develop research priorities in the Viet Nam context and identified 25 priority research questions. This paper aims to stimulate such reflections by clearly outlining key areas for research, government policy, and development programs on priority investment to build the evidence base around inclusive food systems interventions that aim to result in healthier diets and more sustainable food systems for Viet Nam

This book presents URBAL, an approach that applies impact pathway mapping to understand how food system innovations in cities, and their territories, change and impact food system sustainability. The national food system of Bangladesh has made substantial progress since experiencing famine in 1974, soon after independence. After the famine, the government placed a strong emphasis on policies required to attain grain self-sufficiency; since attaining self-sufficiency, the production system, policies related to it, and resulting diets have begun to diversify. Nonetheless, undernutrition remains a problem, and fruit and vegetable consumption are inadequate for most people relative to international recommendations. Moreover, as the food system has begun to transition towards a modern one, challenges related to food safety and perceived food adulteration have begun to rise. Further, increased processed food intakes are potentially associated with existing rising overweight and obesity status. Both government interventions and innovations are needed to help shift the national food system to improve nutrient-dense food availability, particularly among the poor, and to limit the increase in processed food consumption.

Malnutrition in all its forms is a major challenge everywhere in the world, and particularly in low and middle income countries. Innovation spaces are often dominated by linear, top-down approaches, with the transfer of technology being seen as the solution to many problems rather than trying to understand which innovation processes people are engaging with themselves. In other words, barriers to progress are typically viewed as issues of technology adoption, not as part of the innovation process itself. This study contributes to changing the paradigm by proposing a living lab approach, which considers innovation as an adaptive process where stakeholders co-produce knowledge and collaborate based on inclusivity and empowerment. Our specific concept for this approach is called a Living Lab for People (LL4P). This conceptual paper outlines a framework to guide the development of a LL4P that remains flexible to be adapted for specific sites. While we seek to identify common denominators, we recognize the necessity for such a framework to remain open enough to be adaptable for varied contexts. Consequently, the framework draws on the living lab literature but tailors existing approaches for sustainable food system transformation and puts people (men, women, and marginalized groups among key food system actors) at the center of innovation processes with a clear intention to address power and social inequity. We draw on specific cases in China, Colombia, Kenya and Vietnam as learning grounds for formulating LL4Ps through locally led innovation processes. Based on our learnings and consultations, we define a LL4P as an inclusive and diverse space for people to advance their socio-technical innovation processes and associated modes of governance within a facilitated organizational structure. The principles of LL4Ps include co-production, gender equality and social inclusion, governance and institutional sustainability to advance existing and novel innovation processes. The practical experiences from applying this framework in the four case studies indicate alternative pathways for transforming the food system toward a sustainable and socially equitable trajectory through the establishment of a LL4P.

Taking a food systems approach is a promising strategy for improving diets. Implementing such an approach would require the use of a comprehensive set of metrics to characterize food systems, set meaningful goals, track food systems performance, and evaluate the impacts of food systems interventions. Food systems metrics are also useful to structure debates and communicate to policy makers and the general public. This paper provides an updated analytical framework of food systems and uses this to systematically identify relevant metrics and indicators based on data availability in low- and middle-income countries (LMICs). The list of indicators partly overlaps with the Sustainable Development Goals (SDG) indicators, but these do not cover all aspects of the food system. During the first half of 2023, researchers associated with Work Package 2 (WP2) of the CGIAR Research Initiative on Sustainable Healthy Diets through Food Systems Transformation (SHiFT) conducted three linked surveys to learn more about micro, small, and medium enterprises (MSMEs) that currently supply foods within urban, peri-urban, and rural locations in Viet Nam and contribute to developing ways to foster their supply of sustainable nutritious foods. 1 Therefore, the surveys had three linked goals—to better characterize the business environment in which MSMEs operate; to understand any constraints they face in selling more sustainable nutritious foods; and to help inform interventions with scaling potential that could increase the availability of sustainable nutritious foods for consumers. The first survey was a listing exercise (or a short audit, as it is called by Work Package 1 of SHiFT). This listing exercise was almost exclusively an observational exercise, taking place within selected areas of the urban, peri-urban, and rural sites. The idea was to understand the proportion of different types of businesses available, what was sold at those businesses, and to understand if people could sit down at the establishment or not (particularly for restaurants). The second survey was a longer survey targeting outlets from the listing exercise that had a higher chance of being MSMEs and could potentially modify their food offerings. This MSME survey inquired about labor use, sources of foods or ingredients for foods sold, asset holdings of the business, access to and use of financial instruments, degree of formality, and perceptions of and desire to sell more sustainable nutritious foods. The MSME survey, in turn, was used to seed a third survey, targeted at suppliers, with the objective of identifying any potential constraints at the supplier level for expanding the offering of sustainable nutritious foods. Outlets participating in the MSME survey were asked to share the contact information of some of their suppliers, and a subset of these were reached by phone and administered a reduced version of the MSME questionnaire, inquiring about their businesses and perceptions. A secondary goal of the survey was to understand to what extent employment of women and youth relates to MSME activity. In particular, when devising interventions to help MSMEs offer more sustainable nutritious foods, we want to ensure that those interventions have either a positive or neutral effect on employment among women and youth; in other words, we want to ensure that they do not have a negative effect on employment among these populations.
