Open data and policy implications coming from data-aware planning entail collection and pre- and postprocessing as operations of primary interest. Before these steps, making data available to people and their decision-makers is a crucial point. Referring to the relationship between data and energy, public administrations, governments, and research bodies are promoting the construction of reliable and robust datasets to pursue policies coherent with the Sustainable Development Goals, as well as to allow citizens to make informed choices. The System for Earth Observation Data Access, Processing and Analysis for Land Monitoring (SEPAL) is a cloud-based computing platform for fast access and processing of remotely sensed data sources. It is designed to assist national forest monitoring and reporting for the Reducing Emissions from Deforestation and Forest Degradation, Forest Conservation, Sustainable Management of Forests and Enhancement of Carbon Stocks in Developing Countries (REDD+) mechanism. The terminal evaluation of the project found SEPAL to have been largely successful and relevant in achieving its aims. The evaluation recommended certain improvements, notably a “plan B” option to mitigate SEPAL’s dependency on Google Earth Engine, and assurance of continued relevance in Phase II of SEPAL.

The Vaccine Safety Datalink (VSD) is a large, linked database of patient information that was developed jointly by CDC and several private managed care organizations in 1991. It includes data on vaccination histories, health outcomes, and characteristics of more than 7 million patients of eight participating health organizations. Researchers from CDC and the managed care groups have used VSD information to study whether health problems are associated with vaccinations. The subsequent VSD data sharing program was launched in 2002 to allow independent, external researchers access to information in the database. In this report, the committee that was asked to review aspects of this program recommends that two new oversight groups are needed to ensure that the policies and procedures of the VSD and its data sharing program are implemented as fairly and openly as possible.
