Today, audiovisual archives and libraries have become very popular especially in the field of collecting, preserving and transmitting cultural heritage. However, the data from these archives or libraries – videos, images, sound tracks, etc. – constitute as such only potential cognitive resources for a given public (or "target community"). They have to undergo more or less significant qualitative transformations in order to become user- or community-relevant intellectual goods. These qualitative transformations are performed through a series of concrete operations such as: audiovisual text segmentation, content description and indexing, pragmatic profiling, translation, etc. These and other operations constitute what we call the semiotic turn in dealing with digital (audiovisual) texts, corpora of texts or even entire (audiovisual) archives and libraries. They demonstrate practically and theoretically the well-known "from data to meta-data" or "from (simple) information to (relevant) knowledge" problem – a problem that obviously directly influences the effective use, the social impact and relevancy and therefore also the future of digital knowledge archives. It constitutes, indeed, the heart of a diversity of important R&D programs and projects all over the world.

One of the most crucial issues of digital audiovisual libraries is indeed to enable users to actively appropriate audiovisual resources for their own concern (in research, education or any other professional or non-professional context). This means, an adaptation of the audiovisual data to the specific needs of a user or user group can be represented by small and closed "communities" as well as by networks of open communities around the globe. "Active appropriation" is, basically speaking, the use of existing digital audiovisual resources by users or user communities according to their expectations, needs, interests or desires. This process presupposes: 1) the definition and development of models or "scenarios" of cognitive processing of videos by the user; 2) the availability of tools necessary for defining, developing, reusing and sharing meta-linguistic resources such as thesauruses, ontologies or description models by users or user communities. Both aspects are central to the so-called semiotic turn in dealing with digital (audiovisual) texts, corpora of texts or again entire (audiovisual) archives and libraries. They demonstrate practically and theoretically the well-known “from data to metadata” or “from (simple) information to (relevant) knowledge” problem, which obviously directly influences the effective use, social impact and relevancy, and therefore also the future, of digital knowledge archives. The archives of many television broadcasters now contain material which includes more than half a century of contemporary, documentary and entertainment history and are of immense cultural and economic value. Digitisation has created an entirely new technical basis for making these assets available to a wide audience, and there are a whole range of projects aimed at opening up audiovisual archives (including those of broadcasters). Examples that might be mentioned are the BBC Creative Archive, the Dutch Filmotech initiative or the French Inamâdiapro database. However, many projects that open up broadcasters' archives and exploit them online, generally run up against serious problems when it comes to clearing the rights for these archived works. These problems arise, firstly, due to a contractual practice that developed in the pre-digital era and to aspects of copyright law that do not really meet the needs of the digital age. Secondly, the very large number of works stored in archives constitutes a challenge that is not easily overcome. The aim of this IRIS Special publication is to discuss the subject of "Digitisation and online exploitation of broadcasters' archives" from a number of different perspectives. The team of authors involved is accordingly made up of representatives of many different interests: copyright holders and those who look after their interests, television broadcasters, lawyers and copyright experts. He has been the President of the Society of Ethnomusicology and is currently Secretary General of the International Council of Traditional Music. Shubha Chaudhuri is Director of the Archives and Research Centre for Ethnomusicology of the American Institute of Indian Studies. She has a background in Linguistics and has been with the ARCE for the last twenty years. She has been very actively involved in issues of archiving as well as training workshops and consulting in this field. The Digital dilemma 2 focuses on the more acute challenges faced by independent filmmakers, documentarians and nonprofit audiovisual archives. While 75 percent of theatrically released motion pictures are independently produced, these communities typically lack the resources, personnel and funding to address sustainability issues that are available to major Hollywood studios and other large, deep-pocketed enterprises. Independent filmmakers create and nonprofit film archives collect and store a sizeable part of moving image and sound heritage. The Academy partnered with the Library of Congress's National Digital Information Infrastructure and Preservation Program (NDIIPP) to produce this new study with the conviction that these communities shouldn't be allowed to fall through the cracks. For this report, a cross-section of independent filmmakers, distributors and marketers was interviewed and a broader online survey of independent filmmakers was conducted. In addition, a representative group of nonprofit audiovisual archives provided details on their digital preservation activities, including information about the content they receive as born digital files, their current practices for digitally reformatting content for preservation, and their overall digital infrastructure, policies and funding strategies. The report's findings show an urgent need for these diverse and widely dispersed individuals and organizations to address the digital dilemma before the cultural heritage they represent is permanently lost.

In the mid-twentieth century the digital revolution began with the introduction of the first electronic computers, which were first introduced into companies and in the state bodies then they spread strongly in the private houses as personal computers; later all these computers were connected to each other by a global telecommunication network called Internet, which had a massive development at the end of the century becoming the backbone of the worldwide information circulation. At the beginning of the 21st century the digital revolution was completed and the information of any kind (texts, images, video clips and TV broadcasts, music and songs, WEB pages) started to be recorded and disseminated in digital form rather than with a traditional media (paper, film, magnetic tape), with a displacement that engaged all human activities of any type, both collective and individual. While the development of digital technology continue at an accelerated pace the problem of information retention begin to arise, what was previously mainly entrusted to printing on paper and now is in abandonment phase: printed records are increasingly transformed into digital format and the new information is generated directly in electronic form. But while a book or a letter could be read directly even centuries after their writing, digital information has a short life because of the same technological development, that makes quickly obsolete any recording by irreversibly mutating both its hardware and reading software; other recordings arethen volatile by their very nature, such as e-mails or WEB pages, even if they could host information that could be of value in the future.
