Diverse Communities is a critique of Robert Putnam's social capital thesis, re-examined from the perspective of women and cultural minorities in America over the last century. Barbara Arneil argues that the idyllic communities of the past were less positive than Putnam envisions and that the current 'collapse' in participation is better understood as change rather than decline. Arneil suggests that the changes in American civil society in the last half century are not so much the result of generational change or television as the unleashing of powerful economic, social and cultural forces that, despite leading to division and distrust within American society, also contributed to greater justice for women and cultural minorities. She concludes by proposing that the lessons learned from this fuller history of American civil society provide the normative foundation to enumerate the principles of justice by which diverse communities might be governed in the twenty-first century.

Welcome to the 5th International Conference on Open Source Systems! It is quite an achievement to reach the five-year mark – that’s the sign of a successful enterprise. This annual conference is now being recognized as the primary event for the open source research community, attracting not only high-quality papers, but also building a community around a technical program, a collection of workshops, and (starting this year) a Doctoral Consortium. Reaching this milestone reflects the efforts of many people, including the conference founders, as well as the organizers and participants in the previous conferences. My task has been easy, and has been greatly aided by the hard work of Kevin Crowston and Cornelia Boldyreff, the Program Committee, as well as the Organizing Team led by Björn Lundell. All of us are also grateful to our attendees, especially in the difficult economic climate of 2009. We hope the participants found the conference valuable both for its technical content and for its personal networking opportunities. To me, it is interesting to look back over the past five years, not just at this conference, but at the development and acceptance of open source software. Since 2004, the business and commercial side of open source has grown enormously. At that time, there were only a handful of open source businesses, led by RedHat and its Linux distribution. Companies such as MySQL and JBoss were still quite small.

From the mid-1990s onwards, Ireland experienced unprecedented growth levels in immigration from around the world, prompted by the country’s changing economic fortunes. In turn, the people of a very small and conservative country saw the rapid development of diverse minorities in their midst, especially in the capital, Dublin. From a sociological point of view, such communities posed challenges for the national police force, An Garda Síochána. As part of a strategy to engage with rapidly changing demographics, An Garda Síochána launched the Garda Racial and Intercultural Office (GRIO). In 2001, the author of this book was invited to establish a framework, and practical measures to negotiate the non-discriminatory policing of Ireland’s changing society. The author proposed the appointment of Garda Ethnic Liaison Officers (ELOs) to liaise and reassure members of these new minorities, while developing the officers’ own deeper understanding of difference and vulnerability. These appointed ELOs were trained in cultural awareness and difference by the author, in conjunction with minority representatives, which in turn, influenced their thinking in the delivery of a non-discriminatory front-line police service. The role of the ELO makes the Irish police authorities one of the first in the world with specialist officers dedicated to building relations with minorities. This book has many lessons to offer sociologists, academics, criminologists, lawyers, social policymakers and police institutions dealing with the plight of refugees, asylum seekers, economic migrants and marginalised people the world over.

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways.
