The Ottoman Empire was one of the main belligerent Powers in the First World War which ended the long nineteenth century and ushered in the modern era. Indeed, it would not be wrong to say that the Empire was among the major six Powers that fought over four years. The Ottomans fought at no less than twelve fronts in a vast geography extending from European theaters like Galicia to Mespotamia and the Canal. The war at the Caucasus and the abortive Allied landing on the Gallipoli Peninsula directly affected the causes of the October Revolution in 1917. The Ottoman Empire sued for armistice only ten days before Germany did so. Moreover, the results of the Ottoman engagement deeply affected the shape of the modern Middle East in a singular way. However, the role of the Ottoman Empire in the First World War has only rarely been studied in a scholarly fashion. Years of neglect ended up with the overbearing and simplistic notion that the Ottoman leadership was already pro-German and there was no way for the Entente Powers to stop them from aligning with Germany. As amply demonstrated in this study, this was not the case at all. All those crises that preceded the outbreak of the First World War, beginning from the Annexation Crisis of 1908, to the Libyan and Balkan Wars up to the Liman von Sanders Crisis just months away from August 1914, directly involved the Ottomans. Given the long history of Russo-Turkish wars, there was no way for the Ottomans to lightly discount the imminent danger they found themselves squarely facing in August 1914. Their fear that Tsarist Russia would not miss the opportunity arising in the midst of the great upheaval to settle once and for all the issue of Constantinople and the Straits, the crux of the age old Eastern Question was the dominant factor in their mind. This book is a collection of selected papers presented at the 3rd Turkish Migration Conference (TMC). TMC 2015 was hosted by Charles University Prague, Czech Republic from 25 to 27 June 2015. The TMC 2015 was the third event in the series that we were proud to organise and host at Charles University Prague. This selection of papers presented at the conference are only a small portion of contributions. Many other papers are included in edited books and submitted to refereed journals in due course. The Turkish Migration Conference 2016 is the fourth event in this series, we are proud to organise and host at the University of Vienna, Austria. Perhaps given the growing number of participants and variety in scope of research and debates included at the Conference, it is now an established quality venue fostering scholarship in Turkish Migration Studies. Over the last five years, we have seen over 1000 abstracts submitted to the conference and year on year the number of accepted presentations grew. This year, the conference accommodates over 350 presentations by hundreds of academics from all around the World. "People on the move face new barriers in a globalizing world. Some of these barriers are related with the rise of an increasingly security-oriented approach towards international migrants. Notwithstanding the forces of globalization, states have maintained their monopoly power over whom to admit and whom to deny within their borders. In other words, they remain the sovereign authority regulating the entry and exit of people. However, in recent years, a number of states have singled out international immigration as the greatest political and social threat to their cultural and national security. The securitization of immigration is founded upon the premise that the international movement of people represents an exceptional risk for the survival of the nation and this is often associated with terrorism, instability and criminality. The securitization of immigration is also based on the idea that the ‘traditional’ authority vested in states to regulate immigration is somehow insufficient and needs to be enhanced. These assumptions correspond with a real policy shift in some countries such as the United States, where the government is planning to spend approximately 23 Billion Dollars on border security and immigration enforcement in 2019 alone." TURKISH MIGRATION POLICY, edited by Ibrahim Sirkeci and Barbara Pusch, aims to shed light on changes in migration policy, determinants beneath these changes, and practical implications for movers and non-movers in Turkey. Nevertheless, one should note that Turkey has only recently faced mass immigration and the number of foreign born has more than doubled in less than five years. Such sudden change in population composition warrants policy adjustments and reviews. Policy shift from "exporting excess labour" in the 1960s and 1970s to immigrant integration today is a drastic but necessary one. Nevertheless, Turkish migration policy is still far from settled as several chapters in this book point out. Despite the exemplary humanitarian engagement in admitting Syrians, Turkey is still at the bottom of the league table of favourable integration policies with an overall score of 25 out of 100. Turkish migration policy is likely to be adjusted further in response to the continuing immigration.
