Dust-Up by Jeb Barnes Pdf

In an era of polarization, narrow party majorities, and increasing use of supermajority requirements in the Senate, policy entrepreneurs must find ways to reach across the aisle and build bipartisan coalitions in Congress. One such coalition-building strategy is the “politics of efficiency,” or reform that is aimed at eliminating waste from existing policies and programs. After all, reducing inefficiency promises to reduce costs without cutting benefits, which should appeal to members of both political parties, especially given tight budgetary constraints in Washington. Dust-Up explores the most recent congressional efforts to reform asbestos litigation—a case in which the politics of efficiency played a central role and seemed likely to prevail. Yet, these efforts failed to produce a winning coalition, even though reform could have saved billions of dollars and provided quicker compensation to victims of asbestos-related diseases. Why? The answers, as Jeb Barnes deftly illustrates, defy conventional wisdom and force us to rethink the political effects of litigation and the dynamics of institutional change in our fragmented policymaking system. Set squarely at the intersection of law, politics, and public policy, Dust-Up provides the first in-depth analysis of the political obstacles to Congress in replacing a form of litigation that nearly everyone—Supreme Court justices, members of Congress, presidents, and experts—agrees is woefully inefficient and unfair to both victims and businesses. This concise and accessible case study includes a glossary of terms and study questions, making it a perfect fit for courses in law and public policy, congressional politics, and public health.

I Have Been Buried Under Years of Dust by Valerie Gilpeer,Emily Grodin Pdf

A remarkable memoir by a mother and her autistic daughter who’d long been unable to communicate—until a miraculous breakthrough revealed a young woman with a rich and creative interior life, a poet, who’d been trapped inside for more than two decades. “I have been buried under years of dust and now I have so much to say.” These were the first words twenty-five-year-old Emily Grodin ever wrote. Born with nonverbal autism, Emily’s only means of communicating for a quarter of a century had been only one-word responses or physical gestures. That Emily was intelligent had never been in question—from an early age she’d shown clear signs that she understood what was going on though she could not express herself. Her parents, Valerie and Tom, sought every therapy possible in the hope that Emily would one day be able to reveal herself. When this miraculous breakthrough occurred, Emily was finally able to give insight into the life, frustrations, and joys of a person with autism. She could tell her parents what her younger years had been like and reveal all the emotions and intelligence residing within her; she became their guide into the autistic experience. Told by Valerie, with insights and stories and poetry from Emily, I Have Been Buried Under Years of Dust highlights key moments of Emily’s childhood that led to her communication awakening—and how her ability rapidly accelerated after she wrote that first sentence. As Valerie tells her family’s story, she shares the knowledge she’s gained from working as a legal advocate for families affected by autism and other neurological disorders. A story of unconditional love, faith in the face of difficulty, and the grace of perseverance and acceptance, I Have Been Buried Under Years of Dust is an evocative and affecting mother-daughter memoir of learning to see each other for who they are.

Scoundrels in Law by Cait N. Murphy Pdf

From the critically acclaimed author of Crazy '08 comes the thrilling true story of the most colorful and notorious law firm in American history. Scoundrels in Law offers an inside look at crime and punishment in the nineteenth century, and a whirlwind tour of the Gilded Age. Gangsters and con men. Spurned mistresses and wandering husbands. Strippers and Broadway royalty. Cat killers and spiritualists. These were the friends and clients of Howe & Hummel, the most famous (and famously rotten) law firm in nineteenth-century America. The partners gloried in their reputation and made a rich living from it. William Howe left London a step ahead of the law to find his destiny defending the perpetrators of murder and mayhem in post-Civil War New York, in an age of really good murders. A dramatic, diamond-encrusted presence, Howe was one of the great courtroom orators of his era, winning improbable acquittals time after time. Abraham Hummel enjoyed a quieter but perhaps more fearsome notoriety, shaking down high society so well and so often that receiving an envelope with the law firm's name on it became almost a rite of passage. The partners bestrode Gilded Age New York with wit and brio, and everyone from Theodore Roosevelt to Lola Montez had a part in their story. In Howe & Hummel's prime, it would not have been unusual to see a leading politician, a pickpocket, a Broadway star, a bank robber, and a socialite all crowded together into the waiting room of their offices, located conveniently across the street from the city jail. Howe and Hummel were not particularly good men. They were perfectly ready—even eager—to lie, cheat, and bribe on behalf of their clients. They did stop short of murder, though, a principle that played a critical role when the famous firm imploded in a truly spectacular web of deceit gone wrong. Through the windows of the dingy premises of Howe & Hummel, readers can glimpse the Gilded Age in all its grime and grandeur. Cait Murphy restores this once-famous duo to their rightful place in the pantheon of great American characters.

Making Conversation by Fred Dust Pdf

A former Senior Partner and Global Managing Director at the legendary design firm IDEO shows how to design conversations and meetings that are creative and impactful. Conversations are one of the most fundamental means of communicating we have as humans. At their best, conversations are unconstrained, authentic and open—two or more people sharing thoughts and ideas in a way that bridges our individual experiences, achieves a common goal. At their worst, they foster misunderstanding, frustration and obscure our real intentions. How often do you walk away from a conversation feeling really heard? That it moved the people in it forward in some important way? You’re not alone. In his practice as a designer, Fred Dust began to approach conversations differently. After years of trying to broker communication between colleagues and clients, he came to believe there had to a way to design the art of conversation itself with intention and purpose, but still artful and playful. Making Conversation codifies what he learned and outlines the seven elements essential to successful exchanges: Commitment, Creative Listening, Clarity, Context, Constraints, Change, and Create. Taken together, these seven elements form a set of resources anyone can use to be more deliberate and purposeful in making conversations work.

Natural Disasters - Volume II by Vladimir M. Kotlyakov Pdf

Natural Disasters theme in two volumes is a component of Encyclopedia of Earth and Atmospheric Sciences in the global Encyclopedia of Life Support Systems (EOLSS), which is an integrated compendium of twenty one Encyclopedias. Natural hazards arise unexpectedly, without any discernible regularity, and leave an indelible trace in nature, sometimes for many decades to come. At present they are appreciably complicated by anthropogenic influence, lending them an adverse and often catastrophic character. The susceptibility of a society to the impact of natural disasters is conditioned by the natural environment, and the vulnerability of the society to such phenomena is historically associated with the type of the nature management. Natural disasters can be of geological and hydrometeorological origin; the specific group of such phenomena is presented by natural disasters in mountains. This volume deals with the natural disaster and covers several topics, with a myriad of issues of great relevance to our world such as: Geological Catastrophes; Climate-Related Hazards; Mountain Disasters and Snow Avalanches, which are then expanded into multiple subtopics, each as a chapter. These two volumes are aimed at the following five major target audiences: University and College Students Educators, Professional Practitioners, Research Personnel and Policy Analysts, Managers, and Decision Makers, NGOs and GOs.

Fluid Mechanics of Environmental Interfaces, Second Edition by Carlo Gualtieri,Dragutin T. Mihailovic Pdf

Environmental Fluid Mechanics (EFM) studies the motion of air and water at several different scales, the fate and transport of species carried along by these fluids, and the interactions among those flows and geological, biological, and engineered systems. EFM emerged some decades ago as a response to the need for tools to study problems of flow and transport in rivers, estuaries, lakes, groundwater and the atmosphere; it is a topic of increasing importance for decision makers, engineers, and researchers alike. The second edition of the successful textbook "Fluid Mechanics of Environmental Interfaces" is still aimed at providing a comprehensive overview of fluid mechanical processes occurring at the different interfaces existing in the realm of EFM, such as the air-water interface, the air-land interface, the water-sediment interface, the surface water-groundwater interface, the water-vegetation interface, and the water-biological systems interface. Across any of these interfaces mass, momentum, and heat are exchanged through different fluid mechanical processes over various spatial and temporal scales. In this second edition, the unique feature of this book, considering all the topics from the point of view of the concept of environmental interface, was maintained while the chapters were updated and five new chapters have been added to significantly enlarge the coverage of the subject area. The book starts with a chapter introducing the concept of EFM and its scope, scales, processes and systems. Then, the book is structured in three parts with fifteen chapters. Part one, which is composed of four chapters, covers the processes occurring at the interfaces between the atmosphere and the surface of the land and the seas, including the transport of dust and the dispersion of passive substances within the atmosphere. Part two deals in five chapters with the fluid mechanics at the air-water interface at small scales and sediment-water interface, including the advective diffusion of air bubbles, the hyporheic exchange and the tidal bores. Finally, part three discusses in six chapters the processes at the interfaces between fluids and biotic systems, such as transport processes in the soil-vegetation-lower atmosphere system, turbulence and wind above and within the forest canopy, flow and mass transport in vegetated open channels, transport processes to and from benthic plants and animals and coupling between interacting environmental interfaces. Each chapter has an educational part, which is structured in four sections: a synopsis of the chapter, a list of keywords that the reader should have encountered in the chapter, a list of questions and a list of unsolved problems related to the topics covered by the chapter. The book will be of interest to graduate students and researchers in environmental sciences, civil engineering and environmental engineering, (geo)physics, atmospheric science, meteorology, limnology, oceanography, and applied mathematics.
