The densely populated Bamenda Highlands of Cameroon remains one of the regions with the greatest land degradation problems in the country. Factors responsible for this include climate change, the hilly nature or topographic layout of the land, and human interference through overgrazing, destructive agricultural practices and the impact of deforestation. This detailed study of resource management and its ecological challenges in the Bamenda Highlands, stresses an important link between falling food output and soil deterioration. The population problem in relation to land degradation is infinitely more complicated than the region's sheer ability to produce enough food supply. Benin, Burkina Faso and other countries in West Africa have faced serious environmental degradation during the last three decades. After the droughts of the 1970s and 1980s, it became clear that resource depletion and human hardship and suffering are inextricably intertwined. The magnitude of the problem is so great that conventional public means and services no longer suffice to prevent further degradation. This study therefore proposes a new approach to resource management. By looking at resource management problems in six sites in Benin and Burkina Faso, it shows how crises in ecosystems are triggers of social learning by stakeholders and intervening agencies. The authors argue that facilitation of change goes beyond the transfer of technology, advisory work, information support and extension. Resource problems in situations of conflict and interdependence can be solved only through collective action and platform development. Facilitation may help, but requires development professionals to play new roles in conflict resolution, mediation and negotiation. Learning from the six case studies in such different ecosystems as a lake, rangeland, watershed and forest, this booklet clarifies the conditions for successful collective action and effective platforms for resource management.

Sustainable use of natural resources is a key element in the livelihoods of rural people. Especially the poor are often disproportionately affected by environmental degradation: it loosens their production base, makes them vulnerable to health risks, and can result in natural or man-made disasters. Sharing and accumulation of knowledge are important to help rural people make better decisions. This bulletin presents four examples on how projects and organisations in Western Africa deal with the knowledge aspects and capacity development in land resource management. With the ongoing processes of democratic decentralisation and privatisation, more and more actors are expected to play their role in sustainable resource management. The fragmented landscape of actors has huge consequences for the ways knowledge can be developed and shared. The bulletin analyses the examples and draws lessons with respect to the opportunities for knowledge sharing and capacity development. What are key ingredients for a knowledge management strategy? Strategic questions are identified that need attention in policy development both for donor agencies and governments in the region. We conclude that knowledge management is not easy to implement in the current multi-stakeholder context.
