Innovation, Agricultural Productivity and Sustainability in Latvia by OECD Pdf

Latvia, a member of the European Union since 2004, is a small, dynamic and open economy that has successfully transitioned from central planning to a market economy. The reforms undertaken have driven progress, although from generally low levels and at a slower pace in agriculture than for the economy as a whole. This report examines the conditions under which farms and businesses in the food and agriculture sector in Latvia undertake innovation to become more productive and environmentally sustainable. It identifies opportunities as well as challenges that need to be addressed. These include economy wide skills shortage, emigration and population decline and urban concentration of population and services. At the sectoral level, these include the use of agricultural payments to support a large number of non-commercial farms and the high level of unpaid farm labour. To meet these challenges, agricultural innovation can be harnessed to improve the sector's productivity, as well as the sustainability and efficiency of the food system. This report provides a series of recommendations that should allow agricultural policies to contribute to a well-functioning innovation system that can meet the challenges that lie ahead.

Latvia by International Monetary Fund Pdf

This paper reviews economic developments in Latvia during 1993–94. During 1994, Latvia began to enjoy the fruits of its steadfast efforts to achieve macroeconomic stabilization and the transformation to a market economy. GDP grew by 2 percent, after three years of economic decline in which output is estimated to have fallen by about 50 percent. Real wages also increased in 1994, after sharp declines in earlier years. Although the unemployment rate increased to about 61⁄2 percent of the labor force, it remained well below expectations and also below unemployment rates in Western Europe.

Mapping the Rural Problem in the Baltic Countryside by Ilkka Alanen Pdf

The agricultural privatization strategy adopted in Estonia, Latvia and Lithuania was based on the premise that family farms are the most effective alternative to socialist large-scale agriculture. In addition, international organizations, particularly the World Bank, made recommendations concerning reform speed, synchronization and ownership rights that would facilitate transferring resources from large-scale producers to family farmers. This book provides a critical and comparative analysis of the implementation of this policy, and in particular the strategy promoted by the World Bank. The preservation of large-scale production is the key to Estonia's success while its eradication from Latvia and Lithuania did not produce a family farm system. Work productivity and the extent of plot farming are the indicators of success or failure. Research findings on deindustrialization, the hardships faced by new enterprises, rural tourism, increasing poverty, and problems in the civil society as presented in this book shed new light on these and other key issues in transition strategy.

Transition in the Baltic States by R. Kilis,J. Vahlne,N. Hood Pdf

Much has been written about the speed and complexity of the transition throughout Central and Eastern Europe and former parts of the Soviet Union. The focus has invariably been on the macro scale and often from the perspective of a single discipline. This book differs from others by concentrating on the micro level of change and doing so from a wide range of disciplinary perspectives, recognising that transformation processes are multiplex and require the linkages between the social, political, psychological, cultural and economic dimensions to be fully exposed and addressed.
