A large theoretical literature in political science identifies education as a tool for democracy and state-building. Jaimie Bleck explores the effect of this expanded access to education by analyzing the relationship between parents’ and students’ respective experiences with schooling and their current participation in politics. In a nation characterized both by the declining quality of public education and by a growing number of accredited private providers, does education contribute substantially to the political knowledge and participation of its citizens? Are all educational institutions (public and private, Islamic and secular) equally capable of shaping democratic citizens? Education and Empowered Citizenship in Mali is informed by Bleck’s original survey of one thousand citizens, which she conducted in Mali before the 2012 coup d’état, along with exit polls and interviews with parents, students, and educators. Her results demonstrate conclusively that education of any type plays an important role in empowering citizens as democratic agents. Simply put, students know more about politics than peers who have not attended school. Education also appears to bolster participation of parents. Bleck finds that parents who send their children to public school are more likely to engage in electoral politics than other Malian citizens. Furthermore, Bleck demonstrates that increasing levels of education are associated with increases in more engaged forms of political participation, including campaigning, willingness to run for office, and contacting government officials.

Enduring Polygamy considers this question in one of Africa’s fastest-growing cities: Bamako, the capital of Mali, where one in four wives is in a polygamous marriage. Using polygamy as a lens through which to survey sweeping changes in urban life, it offers ethnographic and demographic insights into the customs, gender norms and hierarchies, kinship structures, and laws affecting marriage, and situates polygamy within structures of inequality that shape marital options, especially for young Malian women. Through an approach of cultural relativism, the book offers an open-minded but unflinching perspective on a contested form of marriage. Without shying away from questions of patriarchy and women’s oppression, it presents polygamy from the everyday vantage points of Bamako residents themselves, allowing readers to make informed judgments about it and to appreciate the full spectrum of human cultural diversity.

Under what conditions will civil society organizations (CSOs) sanction corruption (the private use of public funds)? CSOs have overcome coordination problems, but could either use this capacity to hold government accountable for public goods provision or to extract rents from politicians. We develop a model and test its predictions using a face-to-face survey with 1,014 CSO leaders from 48 communes in Mali. We describe a forthcoming performance-based funding program (PBF) providing a formal channel for civil society monitors to sanction mayoral corruption: they influence whether or not mayors receive a performance bonus. We ask CSO leaders their likelihood of sanctioning known corruption under the program and their expected transfer price if they instead enter into a collusive bargain. We find that CSOs most embedded in the community are best able to extract informal transfers from the mayor and least likely to sanction. By contrast, CSOs with high technical and informational capacity are most likely to sanction.
