The selectmen Of the towns and the board of aldermen of the cities Of this State, may make and enforce such regulations as they deem proper, to prevent the Spread of infectious or contagious diseases among domestic animals, with in their respective towns and cities, and shall inquire into all such cases coming to their knowledge, and shall immediately report the same to the governor. A person who knowingly vio lates or refuses to Obey such regulations made by such town or City authorities, shall be fined one hundred dollars.
