What is the state of governance in sub-Saharan Africa? Is it possible to identify the best practices and approaches to establishing political systems that promote accountability, transparency, peace, and civic space for all? These are the questions addressed in this book. While the concept of governance is considered to be central to political science, our understanding of it is still imprecise, with extant studies focused primarily either on think-tank indicators, economic management, or political studies of democratization. This book critically examines the record on democratization in Africa thus far, and seeks a new, integrated, focused approach to the study of governance. Such an approach requires revisiting the concept of governance itself, with emphasis on certain decisive components and critical issues. Considered in a democratic framework, the concept of governance can be employed to cast light on accountability issues in several arenas, four of which are considered in detail in this volume: institutions and the rule of law; constitution-making, elections, and political conflict settlement; distribution of power and citizenship; and political economy and corruption. Each contribution offers particular insights in one of these arenas. With a huge and varied continent in rapid flux to study, the sheer amount and variety of interesting new research is enormous. First published in 1999, the essays in this book examine the context and conduct of a series of watershed elections held in Anglophone Africa in the first half of the 1990s. These elections crystallized a wider process of democratization, underway in much of sub-Saharan Africa during the last decade, in which attempts were made to shift from various forms of authoritarian rule (colonial or racial oligarchies, military regimes, one-party states, or presidential rule) to pluralist parliamentary politics. This volume brings together for the first time, studies of these events in countries sharing a comparable legacy of British colonialism, an acquaintance with the Westminster constitutional tradition and related experiences of decolonization and democratic struggle. Written from a variety of perspectives by contributors with first-hand knowledge and long experience of research in Africa, the papers situate each election in its wider political context, examining the political forces at work and the events which gave rise to reform. All indicate that, despite Western pressure for reform and the influence of the collapse of the Soviet Bloc in Eastern Europe, internal African demands for democracy provided the primary driving force for change. Not all the elections fulfilled the hopes invested in them. In Nigeria, they were annulled before all the votes had been counted. In Kenya, the disarray of the opposition ensured the return to power of the old order. Even where they produced a successful regime transition, the democratic credentials of the new governments were sometimes seriously flawed. Yet for all these limitations, these watershed elections signalled important progress for African democracy. They brought a formal end to colonial rule in Namibia and to three centuries of racial discrimination in South Africa. They brought changes of government through the ballot box in Zambia and Malawi, among the first instances in Africa of such change being accomplished without the use of force. Above all, they provided African electorates with an opportunity to pass judgement on long-serving authoritarian regimes – with unequivocal results: in every case, when given the chance to vote, Africans voted for democracy.

Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. Political scientist Staffan I. Lindberg gathers data from every nationally contested election in Africa from 1989 to 2003, covering 232 elections in 44 countries. He argues that democratizing nations learn to become democratic through repeated democratic behavior, even if their elections are often flawed. Refuting a number of established hypotheses, Lindberg finds no general negative trend in either the frequency or the quality of African elections. Rather, elections in Africa, based on his findings, are more than just the goal of a transition toward democracy or merely a formal procedure. The inception of multiparty elections usually initiates liberalization, and repeated electoral activities create incentives for political actors, fostering the expansion and deepening of democratic values. In addition to improving the democratic qualities of political regimes, a sequence of elections tends to expand and solidify de facto civil liberties in society. Drawing on a wealth of data, Lindberg makes the case that repetitive elections are an important causal factor in the development of democracy. He thus extends Rustow's (1970) theory that democratic behavior produces democratic values.

How have African rulers responded to the introduction of democratic electoral competition? Despite the broadly negative picture painted by the prevailing focus on electoral fraud, clientelism, and ethnic conflict, the book argues that the full story is somewhat more promising. While these unfortunate practices may be widespread, African rulers also seek to win votes through the provision and distribution of public goods and services. The author's central argument is that in predominantly rural countries the introduction of competitive elections leads governments to implement pro-rural policies, in order to win the votes of the rural majority. As a result, across much of Africa the benefits of democratic electoral competition have accrued primarily in terms of rural development. This broad claim is supported by cross-national evidence, both from public opinion surveys and from individual level data on health and education outcomes. The argument's core assumptions about voting behavior are supported with quantitative evidence from Ghana, and qualitative historical evidence from Botswana presents further evidence for the underlying theoretical mechanism. Taken together, this body of evidence provides reasons to be optimistic about the operation of electoral accountability in Africa. African governments are responding to the accountability structures provided by electoral competition; in that sense, democracy in Africa is working.
