The SSSM maintains that human behavior is solely the product of culture and learning. These problems, termed "fractious problems," are novel, complex, ethically fraught, unavoidably of public concern, and unavoidably divisive. Berry examines three prominent ethical and political theories – utilitarianism, Kantianism, and virtue ethics – to consider their competency in bridging the divide and addressing these fractious problems. In April 2002, the U.S. National Academies hosted an interacademy workshop involving participants from the United States and Iran on the topic of Science and Ethics.
