Essays on Politics and Governance in Bangladesh, India, Pakistan, and Thailand by Jayanta Kumar Ray,Muntassir Mamoon Pdf

This book is a result of wide ranging academic collaboration between two scholars of two neighbouring countries -- Bangladesh and India. Significantly, their ideas and interests have coveraged on important topics such as nationalism, colonialism, neo-colonialism, internal colonialism, civil-military relations and challenges of good governance. The authors have largely dealt with four countries - Bangladesh, India, Pakistan and Thailand. Various issues like relations between the people, politicians and administrators have occupied a predominant place in this book. Dysfunctionalities of public administration have repeatedly come to the forefront. In this perspective, the solitary essay on Thailand gains great importance because it reveals similarities not only between south and south-east Asian countries and the United States. It is also to the credit of these two authors that, unlike most academics, they have not merely underlined the deficiencies in public administration, but also have been bold enough to suggest possible solutions. It is further to their credit that these papers - published elsewhere from 1973 to 2003 - have stood the test of time, simultaneously preserving the flavour of by gone decades.

E-Governance in India by Bidisha Chaudhuri Pdf

E-Governance has been one of the strategic sectors of reform in India since late 1990s under the rubric of ‘good governance’ agenda promoted by International Organizations. As India’s policy focus changed towards economic liberalization, deregulation and privatization proliferating domestic and foreign investment, ICT (Information Communication Technology) has been one of the leading areas for such heightened investment. Consequently, there has been a burgeoning interest in deploying ICT, in revamping the public service delivery and eventually the overall system of governance. This book analyses e-Governance in India and argues that such initiatives did not take place in isolation but followed in the footsteps of broader governance reform agenda that has already made considerable impact on the discourses and practices of governance in India. Employing interdisciplinary methodology by combining approaches from the Political Sciences, Sociology and Postcolonial/ transcultural studies, this book presents a qualitative account of the policies and practices of e-Governance reform in India along with a detailed case study of the Common Services Centres (CSCs) Scheme under the National e-Governance Plan of the Government of India and its resultant impact on the overall system of governance. It unfolds general theoretical issues in terms of the relationship between technology and governance and the entanglement of politics, technology and culture in the complex whole of governance. This furthers our understanding of the impact of the transnational governance reform agenda on post-colonial and post-communist societies of the developing world. Making an important and original contribution to the emerging field of e-Governance and to the existing body of research on governance in general, this book will be of interest to students and scholars of Political Science, Political Sociology, South Asian Politics and Governance.

Political Governance and Minority Rights by Lipi Ghosh Pdf

This volume brings together a collection of essays analysing the current scenario in South and Southeast Asia with respect to the position of minority groups. Based on an in-depth investigation of some of the lasting minority–majority conflicts of the post-colonial period in countries that often escape comparison, the articles are a rich and critical exposition of the social, economic, cultural and political dimensions of these struggles. The central question being addressed is that of community rights in the modern nation-state and how these are being understood by the two concerned parties and, where and when, thereof, a situation of conflict arose.

Arguments for a Better World: Essays in Honor of Amartya Sen by Kaushik Basu,Ravi Kanbur,S. M. Ravi Kanbur Pdf

Amartya Sen has made deep and lasting contributions to the academic disciplines of economics, philosophy, and the social sciences more broadly. He has engaged in policy dialogue and public debate, advancing the cause of a human development focused policy agenda, and a tolerant and democratic polity. This argumentative Indian has made the case for the poorest of the poor, and for plurality in cultural perspective. It is not surprising that he has won the highest awards, ranging from the Nobel Prize in Economics to the Bharat Ratna, India's highest civilian honor. This public recognition has gone hand in hand with the affection and admiration that Amartya's friends and students hold for him. This volume of essays, written in honor of his 75th birthday by his students and peers, covers the range of contributions that Sen has made to knowledge. They are written by some of the world's leading economists, philosophers and social scientists, and address topics such as ethics, welfare economics, poverty, gender, human development, society and politics. The second volume covers the topics of Human Development and Capabilities; Gender and Household; Growth, Poverty and Policy; and Society, Politics and History. It is a fitting tribute to Sen's own contributions to the discourse on Society, Institutions and Development. Contributors include: Bina Agarwal, Isher Ahluwalia, Montek S Ahluwalia, Ingela Alger, Muhammad Asali, Amiya Kumar Bagchi, Pranab Bardhan, Lourdes Benería, Sugata Bose, Lincoln C. Public Administration in South Asia by Meghna Sabharwal,Evan M. Berman Pdf

A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? What are examples of successful social development programs? How successful is e-government, and what are its challenges? Why is civil service reform difficult to achieve? How is freedom of information being used as a means to combat corruption and invoke grassroots activism? What can be learned from the successes and failures? While public administration practice and education have become considerably professionalized in the last decade, a sufficiently in-depth and well-rounded reference on public administration in these countries is sorely lacking. Most available books tackle only aspects of public administration such as administrative reforms, civil service, economic developments, or public policy, and are country specific. None provide the in-depth analysis of the sphere of public action in South Asia found in this book. It supplies an understanding of how public administration can be either the source of, or solution to, so many of the problems and achievements in the Indian subcontinent.
