This book offers a study of Danish, Norwegian, Swedish and French crime fictions covering a fifty-year period. From 1965 to the present, both Scandinavian and French societies have undergone significant transformations. Twelve literary case studies examine how crime fictions in the respective contexts have responded to shifting social realities, which have in turn played a part in transforming the generic codes and conventions of the crime novel. At the centre of the book’s analysis is crime fiction’s negotiation of the French model of Republican universalism and the Scandinavian welfare state, both of which were routinely characterised as being in a state of crisis at the end of the twentieth century. Central to the study is the relevance of media actors as actors in civil society for the European integration process. This relevance is empirically assessed, making use of a selection of print media from two founding members of the European Union, Germany and the Netherlands, analysing the path-dependency of journalistic coverage and reporting along two questions: Is the focus on and evaluation of the 'European Project' and its different aspects in Germany and the Netherlands alike, or does it differ? How do traditional political and societal perspectives affect opinion formation in the media? The country comparison draws on the neo-institutional school of thought. The large corpus of newspaper content (articles and commentary) has been assessed quantitatively as well as qualitatively searching for major issues, motives, and discourses in temporal perspective. The last major treaties of the European integration process, the so called Constitutional Treaty and Reform Treaty, serve as temporal starting and endpoint for analysis. Anne-Dörte Balks, M.A./M.Sc., studied European Studies (focus: political science) at the University of Osnabrück, Westfälische Wilhelms-Universität Münster, and the University of Twente (Enschede, NL). Her research interest is on the discourse on European integration in European societies and media. The invocation of ‘the market’ has been omnipresent in media discussions of ‘crisis Europe’. On the one hand, ‘the market’ is presented as that to which EU member states must collectively respond. It is the very purpose of a post-national government and that which dictates individual and collective identities. The expansion of market is that which guarantees and constitutes peace in Europe. On the other hand, ‘the market’ is that which government must seek to tame. It is the servant of government and ought not be permitted to undermine collective identities and solidarities associated with the juridical imaginary of social contract and sovereign nation-state. It is, from this perspective, the expansion of the social institutions of nation-state into the post-national arena that will constitute a lasting peace in Europe. Cosmopolitan Government in Europe uses a Foucauldian lens to consider the ethics of the scholarly and institutional discourses associated with these apparently divergent market and legal cosmopolitan visions of Europe. It reflects on attempts to reconcile or move beyond these discourses, particularly through the invocation of more pluralist modes of governance, but claims that such moves have been largely unsuccessful in both practice and theory. It argues that the very ambiguity in the relationship between the ideal subjects that these market and legal visions promote – respectively, post-national ‘entrepreneur’ and ‘citizen’ – is that which permits a space for resistance and politics. Thus, the book argues for a pragmatic politics which is cognizant of the violent potential inherent in any cosmopolitan attempt to govern Europe, while recognising the contemporary dangers associated with the dominance of a market cosmopolitan Europe. This work is an important and timely intervention in contemporary debates about democratic Europe and its shortcomings and will be of great interest to scholars of international political theory, European studies and international political economy.

The dissolution of the communist system led to the creation of new states and the formation of new concepts of citizenship in the post-Soviet states of Central and Eastern Europe. The formation of national identity also occurred in the context of the process of increasing economic and political globalisation, particularly the widening of the European Union to include the central European post-socialist and Baltic States. Internationally, Russia sought to establish a new identity either as a European or as a Eurasian society and had to accommodate the interests of a wider Russian Diaspora in the ‘near abroad’. This book addresses how domestic elites (regional, political and economic) influenced the formation of national identities and the ways in which citizenship has been defined. A second component considers the external dimensions: the ways in which foreign elites influenced either directly or indirectly the concept of identity and the interaction with internal elites. The essays consider the role of the European Union in attempting to form a European identity. Moreover, the growing internationalisation of economies (privatisation, monetary harmonisation, dependence on trade) also had effects on the kind of ‘national identity’ sought by the new nation states as well as the defining by them of ‘the other’.
